There were no public comments, correspondence, or concerns. 22
23
6. Discussion/Action Items 24
a. Job Description Review 25
The committee reviewed the draft Zoning Administrator job description and agreed that the core 26
responsibilities were accurately reflected. Members recommend reorganizing the document into sections 27
for interpersonal skills, project management/detail orientation, and technical zoning duties using the 28
Town of Ledgeview's format as a model. 29
30
The committee agreed that short -term rental administration should be specifically included in both the 31
position summary and essential duties. 32
33
After discussing workload estimates, the committee concluded that combining zoning administration and 34
code compliance would support a full -time position and preferred recommending a single full -time role 35
over separate part-time positions. 36
37
The committee agreed to require a minimum of two years of relevant zoning, planning, code enforcement, 38
or permit review experience and to revise the physical requirements to remove the 50 -pound lifting 39
requirement in favor of general occupational hazard language. 40
41
The committee also agreed that zoning responsibilities should be removed from the Village Administrator 42
job description once the new position is established, with a broader review of the Administrator job 43
description to occur as part of the village-wide job description update. 44
45
Future Action Items: 46
Minutes of the August 5, 2026, Meeting of the Personnel Committee – Unapproved
2
• Andrews to prepare a redlined draft of the Zoning Administrator job description, reformatted per 1
the Ledgeview model, incorporating short-term rental language, updated minimum qualifications, 2
and revised physical requirements language. 3
• Upon committee approval, the finalized Zoning Administrator job description is to be included in 4
the Village Board packet, with all materials due no later than August 13, 2026, for the August 18, 5
2026 Board meeting. 6
• Andrews to update the Village Administrator job description to remove zoning -related duties as 7
part of the ongoing comprehensive job description review. 8
9
b. Local Government Professional Recruitment 10
Andrews provided an overview of three recruitment firms currently utilized in Wisconsin for local 11
government professional recruitment, including MGT (formerly GovHR). The committee acknowledged 12
familiarity with two of the three firms. It was noted that the selected firm would likely provide market -13
rate salary data to inform compensation recommendations for the position. 14
15
The committee agreed to move forward with firm selection following Village Board review and approval 16
of the finalized job description. 17
18
7. Matters to be Placed on a Future Agenda or Referred to a Committee, Official, or Employee 19
The committee identified the following items for future agendas: continued job description review for all 20
village positions, and an organizational chart to be presented by Andrews at the September 1, 2026 21
regular meeting. 22
23
8. Next Meeting Date 24
The next regularly scheduled Personnel Committee meeting is September 1, 2026, at 10:00 AM. A special 25
Zoom meeting is tentatively scheduled for August 11, 2026, at 9:00 A.M., pending member availability 26

Approval of the minutes from the August 5, 2026 meeting was deferred to the next meeting. As 21

to hold approval until full committee attendance could be achieved. 23
24
5. Comments, Correspondence, and Concerns from the Public 25
There were no public comments, correspondence, or concerns. 26
27
6. Discussion/Action Items 28
a. Job Description Reviews 29
Andrews provided context on the revised job descriptions, noting that content from the previous 30
version was reorganized to align with the formatting used by the Town of Ledgeview for their zoning 31
administrator position. The revised document incorporated short-term rental application items as a 32
distinct component, as previously directed. Andrews acknowledged that a red-line draft was not 33
produced, as the reformatting made a traditional red-line comparison impractical. 34
The committee reviewed the zoning administrator job description (page 6 of the packet) and the 35
village administrator job description (page 9 of the packet). Given the absence of a committee 36
member, the committee determined it was preferable to defer action on both descriptions until full 37
attendance could be secured. 38
Both job descriptions and the organizational chart are tabled to the September 1, 2026 meeting for 39
further review and action. 40
41
7. Matters to be Placed on a Future Agenda or Referred to a Committee, Official, or Employee 42

7. Discussion/Action Items 41

Andrews presented an updated organizational chart incorporating recommendations from the prior 43
personnel committee meeting. Revisions included adding FTE counts, trustee and president 44
quantities, election workers, and part-time ice rink workers. The 2027 proposed chart reflects 45
removal of the code compliance officer position and inclusion of a TBD zoning administrator 46
position. The Committee approved the organizational chart as presented for use in the 2027 47
proposed budget. 48
49
b. Job Description & Compensation Reviews 50
i. Utility Department 51
Minutes of the September 22, 2026, Meeting of the Personnel Committee – Unapproved
2
Given time constraints, the Committee moved to postpone this item. 1
Motion to table the Utility Department job description and compensation review to a future meeting 2
was made by White and seconded by Champeau. Motion carried — all ayes. 3
4
ii. Zoning Administrator 5
Andrews presented three compensation scenarios for a zoning administrator position: 6
• Scenario 1 (Full-Time/Exempt): 2,080 hours at $75,000 base salary, with full benefits totaling 7
approximately $117,000. 8
• Scenario 2 (Non-Exempt/Variable Hours): 1,430 hours (20 hours/week winter, 35 9
hours/week summer) at $36.06/hour, totaling approximately $51,000 base with retirement 10
and social security benefits only. 11
• Scenario 3 (Part-Time): 1,040 hours at $36.06/hour, totaling approximately $37,000 base 12
with Social Security only. 13
14
The Committee discussed the compensation options for the zoning administrator position. 15
Champeau favored Scenario 1 to improve recruitment, while White leaned toward Scenario 2 due to 16
budget and workload considerations. Scenario 3 was viewed as not viable. Andrews noted the 17
current code compliance officer position costs about $30,000 annually. The Committee agreed to 18
forward Scenarios 1 and 2 to the Village Board with cost comparisons, including current code 19
compliance costs, for the board to determine the preferred structure. The Committee also agreed to 20
remove references to engineering and criminal justice from the job description and emphasize 21
hands-on experience. 22
Motion to recommend to the Village Board the addition of a zoning administrator position, and to 23
forward wage and salary cost estimates for both a full-time exempt and a non-exempt scenario, was 24
made by Howson and seconded by White. Motion carried — all ayes. 25
26
iii. Village Administrator 27
Andrews presented the revised village administrator job description, which incorporated minor 28
language edits and additions related to planning and zoning skills as recommended at the prior 29
meeting. 30
Motion to approve the amended village administrator job description was made by Champeau and 31
seconded by White. Motion carried — all ayes. 32
33

Re: Employee Certification Programs; Requirements and Compensation/Incentives
Author(s): Benjamin Andrews, Village Administrator
At a previous Personnel Committee meeting, the committee requested information on the
certification program. The attachment identifies current certification programs, as well as other
industry certifications for departments/functions that currently do no t have certification
incentive programs.
The scope of the re view has not been d etermined. If the Personnel Committee i s seeking to
propose additional programs, it would be ideal for the committee to identify whether to pursue
some or all.
The next identifiable step would then be for staff to identify general pay increases for the
certification being obtained for positions.
