Composting Program Updates; DC Climate Change Coalition 25 Jess Reinke and Mike Schneider of the Climate Change Coalition of Door County (CCCDC) presented 26 an update on the composting pickup program, which launched in late May 2026. The program is in its 27 eleventh week with eleven participating businesses, including two located in Ellison Bay. Pickups occur 28 on Wednesday mornings, with Schneider logging weights weekly for potential future grant 29 applications. Approximately 7,000 pounds of compostable material have been collected to date. 30 Schneider described the current logistics: buckets are collected and weighed on -site, transported to 31 Mighty Wind Farms for composting, rinsed at the Sports Complex community garden, and stored at 32 the Logerquist Farm. The committee acknowledged that consolidating rinsing and storage at a single 33 location would improve efficiency. The CCCDC indicated a willingness to contribute funding toward a 34 small storage shed at the community garden site. Howson noted that the Parks Committee would be 35 visiting Logerquist Site on September 8th and would assess available space at that time. Any budgetary 36 consideration would be incorporated into the Parks Department budget review. 37 The program is expected to conclude the Wednesday following Fall Fest, with October 21st or 28th 38 discussed as possible end dates. Reinke noted the volunteer team is near capacity at the current scale 39 of eleven participants. 40 Reinke also informed the committee of two additional opportunities: a grant through a company 41 called Can It, funded by Ball Corporation, aimed at supporting recycling infrastructure at large festivals 42 (deadline: end of September, awards: mid-October); and a recycling field trip to GFL's sorting facility 43 in Menasha scheduled for September 17th, departing Door County at approximately 8:00 AM. 44 45 b. Strategic Planning; Green Tier Legacy Committee 46 The committee reviewed sections of the document in session, focusing on three goal areas: 47 Organizational and Governance, Engagement, Communication, and Education, and Sustainability and 48 Environmental Impact. 49 Key assignments and discussion points included: 50 2 Minutes of the August 12, 2026 Meeting of the Green Tier Legacy Community Committee - Unapproved 2 Organizational and Governance: Existing framework entries were reviewed and noted as substantially 1 in place. Grant identification and writing responsibilities were discussed, with Andrews clarifying that 2 staff would provide support and that committee members with specific project interests should take 3 the lead. The committee acknowledged the need to identify funding priorities before targeted grant 4 searches could be conducted. 5 Engagement, Communication, and Education: O'Hearn was confirmed as lead for the village website 6 updates. Bertges confirmed the ability to print posters in -house, with 11-by-17 format noted as the 7 likely standard. A quarterly poster initiative was discussed, with October identified as the target for 8 the first issue. Outreach to local organizations was discussed; Northern Door Activism was identified 9 as a potential partner. Attendance at Environmental Council of Door County (ECDC) events was flagged 10 as a low-priority but worthwhile activity, with Smythe agreeing to monitor the ECDC calendar. 11 Sustainability and Environmental Impact: Discussion of a community leaf/brush collection site was 12 deferred pending further research into costs and logistics. Ephraim's brush site was noted as a useful 13 reference point. The committee discussed planning an invasive species removal event, tentatively 14 targeted for Earth Day 2027. 15 Andrews reminded the committee of the open meetings law regarding walking quorums and best 16 practices for inter -meeting communication. All substantive committee communications should be 17 routed through staff rather than distributed directly among members via reply-all email. 18 The strategic plan was not completed during this session. The committee agreed to revisit it at the 19 next meeting. 20 21 c. Reusable Bags; Follow-Up 22 The committee reviewed the reusable bags that had been ordered — 500 units at a cost of 23 approximately $5.50 each. The bags were presented and well-received. Four large cases are currently 24 stored at the Village Hall office. The committee discussed distribution logistics for the Marina Fest 25 booth and agreed on a suggested donation of $5.00 per bag, with no formal residency verification 26 requirement. Individuals requesting multiple bags would be politely encouraged to be considerate of 27 other attendees. No formal policy limit per person was established. 28 29 d. Marina Fest Booth Coordination; September 5 & 6, 2026 30 The committee confirmed participation in Marina Fest on Saturday, September 5th and Sunday, 31 September 6th, 2026. A 10-by-10 tent has been secured at no charge. Tables and tablecloths will be 32 provided. The following volunteer schedule was established, contingent on confirmed event hours 33 (estimated 10:00 AM – 4:00 PM): 34 ● Saturday, September 5: Howson, Smythe 10:00 AM – 1:00 PM; Wiebe, O’Hearn 1:00 PM – close 35 ● Sunday, September 6: Howson 10:00 AM - 1:00PM; Wiebe 1:00 PM – 4:00 PM. Howson to assist 36 with teardown 37 Outreach to Anschutz regarding availability was noted as a next step. 38 Booth materials to be brought include reusable bags, recycling magnets (remaining inventory), a 39 waterfall display fixture for bag presentation, a filled sample bag demonstrating capacity, a donation 40 jar, and two informational posters: 41 ● A poster recognizing the eleven businesses participating in the composting program, incorporating 42 their logos along with the CCCDC and Green Tier logos. 43 ● A poster identifying four key local invasive species, based on materials previously distributed to 44 committee members. 45 46 6. Committee Updates 47 Andrews noted that materials included in the packet covered relevant correspondence and 48 informational resources, including a League of Wisconsin Municipalities resource and a video on 49 walking quorum requirements. A DNR Green Tier webinar wrap -up regarding the Wisconsin 50 Sustainable Purchasing program was also included. Andrews noted that a follow -up webinar is 51 3 Minutes of the August 12, 2026 Meeting of the Green Tier Legacy Community Committee - Unapproved 3 scheduled for August 31st and that committee members had received a calendar invite. Wiebe 1 confirmed attendance at the August 31st webinar and noted she would be prepared to share updates 2 on the composting program and the CCCDC partnership. The committee discussed the Wisconsin 3 Sustainable Purchasing program briefly and agreed that, given the Village's small scale and local 4 purchasing priorities, the most practical step would be to share the resource with relevant department 5 directors for their awareness. 6 7 7. Matters to be Placed on Future Agenda, Referred to a Committee, Official or Employee 8 The following items were identified for inclusion on future agendas: 9 ● Strategic planning document — continued review and completion 10 ● Marina Fest recap and bag distribution outcomes 11 ● Composting program update — deferred to approximately November 2026 12 ● Wisconsin Sustainable Purchasing program — informational follow-up with department directors 13 14 8. Next Meeting 15 The next meeting of the Green Tier Legacy Community Committee is scheduled for Tuesday, 16 September 8, 2026 at 8:30 AM via Zoom. 17 18 9. Discussion focused on refining the plan’s three goal areas —Organizational & Govern ance, Engagement/Communication/Education, and Sustainability & Environmental Impact —and assigning leads where appropriate. The Committee acknowledged that additional work remains to finalize the plan and agreed to continue the review at the next meeting. The Committee also reaffirmed the importance of clearly defining objectives with timelines, budget considerations, approvals, and implementation steps. Staff reiterated best practices related to coordination and communication between meetings, including op en meetings law limitations on walking quorums. All substantive inter ‑meeting communication should be routed through staff rather than reply‑all emails between members ACTION ITEMS: • Review updates added since the August 12 discussion and continue refining objectives within each major category. • Confirm lead assignments where gaps remain, particularly related to Engagement and Sustainability initiatives. • Identify budgetary needs or potential external coordination for 2026 –2027 objectives (e.g., invasive species event planning, communications materials). • Determine next steps for grant prioritization once funding needs and project timelines are finalized. • Continue aligning inter ‑meeting communication with open meetings law guidance to avoid inadvertent walking quorums. 5 Page 2 NEXT STEPS: • Staff will assist in maintaining the draft strategic plan and preparing materials for structured review at the September 8 meeting. • O’Hearn will continue coordinating website content updates with staff. • Smythe will monitor ECDC events and report relevant opportunities. • Members will add content to their assigned sections prior to the next meeting so the Committee can make meaningful progress toward plan completion. • Staff recommends dedicating an agenda segment for category ‑by‑category alignment, ensuring all objectives are feasible, clearly scoped, and appropriately sequenced. RECOMMENDATION: Village Staff recommends the Committee: 1. Receive the updated strategic planning progress report; 2. Continue structured review of the working document; 3. Confirm priority objectives for late 2026 and early 2027 based on August discussion; 4. Provide direction on external coordination needs, lead assignments, and grant ‑readiness preparation.
