Town Board Meeting Minutes 7/27/26 SPECIAL TOWN BOARD & WASTEWATER COMMITTEE MEETING 2404 Park Road July 27, 2026 at 5:00PM. Call to Order: The meeting was called to order by Town Chairman David Eliot at 5:00PM. In Attendance to Establish Quorum: Town Chairman David Eliot, Sue Tishler, Paul Kordon, Roberta Thelen, and Peter Jacobs. Wastewater Committee Chairman Bernie Fridenfelds, Jim Anschutz, and Gary Nelson. Eric Williams was absent. Also in attendance were Town Clerk Haley Adams, Deputy Clerk Katie Virlee, Treasurer Dave Smith, Wastewater Plant Manager Don Prust, and 3 visitors. Pledge of Allegiance Verify Posting/Accept Agenda: Haley Adams verified the agenda was posted properly. Motion made by Paul Kordon to accept the agenda as presented. Second by Bernie Fridenfelds. Motion Carried. MSA Wastewater Project & New DNR Sludge Guidelines: Joe Martirano and Sheri Scott from MSA were present to discuss and answer any questions regarding the Wastewater project and the New DNR Sludge guidelines. The new guidelines require testing of PFOS compounds annually. If the results for PFOS and PFOA equals more than 20 ug/kg, it then must be retested within 90 days. Test results over 20 are allowed to still be land applied. Test results over 100 are not allowed to be land applied. Based off the new requirements, there is the potential that our sludge could be refused at other processing facilities or for land application. This poses the question of whether a new sludge tank should be included in the project or if an alternative should be considered. After discussion it was the consensus of the Town Board and Wastewater Committee that the current design of the Wastewater plant including a new sludge tank is still the best path forward. Motion made by Paul Korden to continue to move forward with the current Wastewater Project design plan as presented by MSA including the new sludge tank. Second by Bernie Fridenfelds. Energenecs Inc. Contract: Lift Station Alarm Service: Motion made by Dave Eliot to accept the Energenecs Proposal in the amount of $70,535.00. Second by Sue Tishler. Motion Carried. . Sabel Mechanical LLC Quote: RAS Pump #3: Motion made by Paul Kordon to accept the Sabel Mechanical quote in the amount of $11,649.41 to replace RAS Pump #3. Second by Peter Jacobs. Motion Carried. Adjourn: Motion made to adjourn by Paul Kordon. Second by Roberta Thelen. Motion carried and meeting adjourned at 5:52PM.
