Town of Sevastopol, Board of Supervisors’ Meeting – October 20, 2025
2
Consideration of Potential Resolution on Gilbert Farms CAFO. 1
Annette Vincent would like to thank the Board for composing the resolution. She would also like 2
the Board to attend the Public Hearing for the Gilbert CAFO on November 5th at the Gala. 3
4
Dick Weidman would like to point out misinformation that has been publicized. He has a 5
graduate degree from UW Madison and has a great deal of experience in Nutritional Science. 6
He also has land that borders Gilbert Farms. The misconception is that the e coli contamination 7
that happens in our lakes is completely different than bovine manure. 8
9
John Swanson states that nitrates and nitrites in the water are dangerous for children. He 10
believes that e coli is a greater risk. 11
12
Tim Baumgartner from Dairy Farmer Cooperative stated that Gilbert Farms has contracted with 13
the Dairy Business Association for assistance with the permitting program, a very complex 14
process. Gilberts must have groundwater monitoring in their operation. The amount of 15
time/effort and diligence they have placed into this process is extraordinary. 16
17
John Vincent stated that this project was started in 2023, and he empathizes with Gilberts, since 18
being a farmer is not easy. The cost of everything has gone up and he believes the Gilberts have 19
run a good farm for many decades. To proceed with this project, they will have to increase the 20
amount of liquoid manure and wastewater. 21
22
Woelfel stated that we as the Board have no more clout than any resident. We have had a great 23
deal of feedback. 24
25
Olsen stated that we have received a great deal of information from everyone. Going to a CAFO 26
would place so many regulations on the farm which is going to be better. Vogel stated from all 27
the information she has read, health, safety and livelihood are more important and would 28
support the resolution to disapprove of the CAFO. Wait cited the Comprehensive Plan. The top 29
concern of the Comprehensive Plan is to protect Prime Agriculture, preserving farmland, and 30
protecting water quality and the WI DNR has the highest standard for CAFOs. Woelfel stated 31
that this isn’t an easy issue and believes that accidents can happen and he has always acted in 32
the best interest of the Town. Woelfel is opposed to the expansion and supports the resolution. 33
Motion by Woelfel and second by Vogel and send to the WI DNR a copy of the resolution 34
disapproving Gilbert Farm’s CAFO. Roll call vote was taken: Woelfel – Aye, Vogel – Aye, Wait – 35
Nay, and Olsen – Nay. Vote is tied 2-2, the Town will not take a position on the Gilbert CAFO. 36

Destination Door County and the Tourism Zone. Suggestions would include establishing a 16

going forward. The County is in the process of updating its Comprehensive Zoning Ordinance 18
