May 16, 2025, at 8:00 a.m. 4528 State Highway 57, Sturgeon Bay, WI 54235 2025 Road Tour Minutes Call to Order. Town of Sevastopol Chairman, Dan Woelfel, called the meeting to order at 8:00 a.m., in the Chairman’s office at the Sevastopol Town Hall, 4528 State Highway 57, Sturgeon Bay, Wisconsin. The following Board members were present and constitute a quorum: Dan Woelfel, Linda Wait, Mark Haen, Jeanne Vogel, and Trent Olsen. Clerk/Treasurer, Amy Flok, was also present. Review 2024 Road Work Scheduled & Accomplished: Dunn Road from Pond Road to Bechtel Road approximately 5,585 ft x 20’ ft- pulverize existing asphalt, grade and compact, pave one lift of 2 1/2” of compacted hot mix asphalt, shoulder with road gravel 2’ ft wide - $155,557.00 Whitefish Bay County View to Mathy 5,820 ft – pulverize existing asphalt, grade and compact, pave one lift of 2 ½” of compacted hot mix asphalt. Shoulder with road gravel 2” ft side - $151,000.00 Apple Road - from old OR to terminus approximately 1,700 ft x 20ft – mill for a flush butt, sweep, tack, and then pave 1” wedge of compacted hot mix asphalt. Then overlay with a 1 ¼” of compacted hot mix asphalt. Shoulder with road gravel if needed 2ft wide - $43,866.00 West Whitefish Bay Road from Harder Hill to terminus approximately 2,900' ft. x 20' ft. Also, Cul - de - sac 100' x 100' Radius. Pulverize existing asphalt, grade and compact, pave one lift of 2 ½" of compacted hot mix asphalt. Shoulder with road gravel 2' ft. wide. -$99,339.00 Budgeted dollar available for 2025: New Construction - $400,000 Repairs/Maintenance - $41,000 Sweeping- $3,000 Mowing Possible Double Mow- $25,000 Chart the route for inspection/including those identified by residents and nuisance properties. Woelfel provided a list of the roads, signs and culverts that need to be looked at. He also assigned each Board member a duty. Wait – notes, Vogel – watching for issues, Haen – navigation, Olsen – signs. Recess for actual tour at 8:45 a.m., motion Haen and second Olsen; carried. Return to the Town Hall and back in session at 1:17 p.m. Determine application, bid / estimate. Motion by Haen and second by Olsen to obtain estimates on the following projects: West Whitefish Bay Road, from #5819 westerly to County HH, approx. 2,580 feet Walker Road from STH 42 Westerly to Peterson Road, approx. 6,650 feet Walker Road (partial) from #5671 westerly to Peterson Road, approx. 3,220 feet Mathey Road, County P southerly to Ripp Road, approx. 2,640 feet Mathey Road, Ripp Road southerly to STH 57, approx. 5,333 feet Erdmann Drive, from W Town Line Road to West Shore Road, approx. 1,003 feet Edward Drive, #5984 to Elaine Drive, eastbound lane only, approx.. 435 feet Woelfel will contact Door County Highway Commission for estimates to include: pulverize existing asphalt, grade, compact, pave one lift of 2-1/2” compacted hot mix asphalt, shoulder. EXCEPT that Erdmann Drive will not require shouldering. Motion carried. Other concerns: Small pothole at Weber/Ripp/E Dunn Dead tree at Wildwood and East Carla Court Bay Shore Heights Drive at #4848 busted edges—maintenance Maple Heights at #5485 east and west, potholes—maintenance Bluff Court Terrace #5074 sinkhole off cul de sac Peterson Road, north of West Jorns Lane, shoulder washout on hill High Bluff Estates Road – check on town or private status Concrete/brush debris south of #3848/Fred Pesch on Mathey Road—instruct to remove from r/o/w Inconsistency with Street Signage lettering (Bayshore, upper/lower case, font, etc.) Signage Issues: Sign at Moeller and Nelson - sign needs to be turned Sign at WD and Dunes Lake Road is missing - replace Haberli Road and Country View Road signs need to be replaced Country View Road and County T signs need to be replaced Country View Road and Highway 57 signs need to be replaced Dennis and Reynolds stop sign need to be straightened WD and West Shore Drive signs need to be straightened Elaine Dr and Edward - directional arrow sign needs to be straightened Elaine Dr and Edward - brushing needs to be done so stop sign is visible Dennis Dr and Carla Ct - Direction arrow needs to be added across the street Dennis Dr and Carla Ct - brushing needs to be done so stop sign is visible Timber Ridge Road sign at Peterson Road needs to be replaced Martin Road and Bluff Drive signs need to be straightened Country View Road and Townline Road - Townline Road sign is faded and needs to be replaced, sign pole needs to be straightened, and directional sign needs to be straightened Prior year issues not fixed: Michelle Lane and Reynolds Road - stop sign falling over - Straighten Bay Shore Heights and Bay shore drive signs need to be straightened Sylvan View Circle East sign by address 5418 is faded and needs to be replaced Adjourn.
