Town Board — Minutes

Town of Sevastopol Ordinance Committee Meeting Tuesday, March 11, 2025, 6:00 PM 4528 State Highway 57, (Institute), Sturgeon Bay, WI 54235 Call to Order. The Ordinance Committee meeting was called to order by Committee Chair, Trent Olsen at 6:00 p.m. Establish Quorum. In addition to Olsen, the following Ordinance Committee members were in attendance and constitute a quorum: Laddie Chapman, Linda Wait, Jeff Schmeckpeper (by Zoom), and Amy Flok. Proper Notice / Adopt Agenda. Upon verification of proper notice by Clerk Flok, motion by Laddie and second by Linda to adopt the agenda as noticed. Motion carried. Approval of Minutes – February 11, 2025. Motion by Linda and second by Trent to approve the Ordinance Committee meeting minutes from February 11, 2025. Motion carried. Pending Business. None Status update – Scanning of ordinances in OCR recognizable format / Preview of web design / Review updated list showing which ordinances are recommended for repeal, need attention, or have been replaced Laddie updated the Committee on the process. Laddie purchased Adobe In Design and is learning how to use the program. Previously he had been using a 40-year-old program. At the next meeting, he is hoping to have a sample of what the program can do. We can publish a book along with a digital copy on the website Trent combined the comments the Committee had on the ordinances. There were a few questions on Camping and Activities in Whitefish Bay Park Ordinance. Camping is now regulated by the County, and we could update the “Activities in Town Park” ordinance. We will exclude the 1972 Ordinance “Prohibit Camping on Private Property”, since it wasn’t a Town Ordinance, but a County Ordinance. Ordinances 2000-00 and 2000-03 are the same ordinances but different numbers. The 1975 “Ordinance Adopting Standard Gas Code”, we need to look at that one to see if it’s pertinent. The Burning Ordinance needs to be restated to reflect that the Clerk issues burn barrels, and the Sturgeon Bay Fire Department will issue the open burn permits. Since we have ordinances that restate certain things, we will consider combining them and making a new one. We need to update the Noxious Weeds Prohibited Ordinance. We have a list of ordinances to be repealed, along with ones that are not currently in effect. Trent will establish which ones that we need to have a discussion on. We will establish how we will approach the Board and make a list of recommendations to the Board. New Business. None Agenda Items for Next Meeting / Meeting Date.
