Discussion and recommendation of Village Emergency Plan: A discussion was held regarding the revised Village Emergency Plan. The discussion stressed that the plan is an internal guide for staff, emphasizing the importance of keeping the document updated with current names and contact information for effective communication in emergencies. Additionally, the discussion led to the possibility of drafting an external summary for public use, reinforcing the necessity of calling 9-1-1 in genuine emergencies. The Committee reached consensus on simplifying responsibility language for property owners in (C)(2), agreeing to keep it concise by stating that all parcel owners are responsible for maintaining their private property, thus avoiding any legal complexities. The same was decided for (C)(3). It was noted that flexibility in the Public Information Officer's role should be maintained, recommending an appointment by the Village President over a rigid assignment to the Village Administrator. The Committee requested that all references to the Public Information Officer include “or designated appointee”. Additional discussions highlighted concerns about the chain of command. Cox highlighted that under state statute, the Village Administrator has authority. Discussion included the Emergency Operations Committee (Village Board), which, based on trustee seniority, would be next in line as Emergency Management Director, if the Village President were unable to serve in the role. The organization flow chart was also reviewed. It was proposed to revise the flowchart, moving the Village Administrator below the Emergency Operations Director (Village President) into the second row of organizational command, placing greater emphasis on the Village Administrator reporting directly to the Emergency Operations Director. Spending authority during disasters was another point of consideration for Department Directors, with the acknowledgment that it needs careful evaluation by the Village Board due to varying opinions on appropriate limits in emergency scenarios. On National Incident Management System (NIMS) training, the Committee recommended adding the following language: “The Fire Chief and one other shall complete training under this program”. 2 Hart moved, Cox seconded to send the revised Emergency Operations Plan to the Village Board for review with the understanding that it would stimulate further discussion and refinement at the Board level, all ayes. Motion carried. 6. Discussion of general safety issues in the Village: The fading orange speed limit flags require replacement, Dukehart noted. Updates on the German Road communication tower were discussed; location and legal questions are ongoing. The Committee agreed that moving forward is vital to ensure adequate downtown communication coverage. 7. New business for the next meeting: The next CPC meeting will be held on Wednesday, May 27, 2026, at 2:30 PM. 8. Adjournment: Cox moved, Dukehart seconded to adjourn at 3:32 PM, all ayes.
