January 8th Regular Board Meeting

January 8 2019 At 7:00 pm, Supervisor Gayle Ashbery called to order the regular monthly meeting of the Town Board of the Town of Carlton. Present were the following Board members: Councilman Jeffery Gifaldi, Councilman John Fitzak, Councilwoman Deborah Yockel and Councilman Dana Woolston. Also present Kurt VanWycke Highway Supt. and Doug Heath, Town Attorney. Roll call and the Pledge of Allegiance were said Under privilege of the floor Mr. Tom Wilcox of Oak Orchard Rd requested information on a recently written letter to the editor on the Orleans Hub that stated that there was an over billing by the Town of Gaines. In this article it stated that there was over two hundred thousand dollars owed to the Town of Carlton. Supervisor Ashbery stated that the Town is still looking into this. Discussion Followed. Mr. Diltz stated that it would be good to get updates and more correspondence from the Town Board. Mr. Robin Roberts requested that privilege of the floor be moved to the beginning of the Town Board meeting. That way if the community has questions about the business portion of the meeting they would have a place to ask questions. Robert VanWyckhuyse Stated that the street sign on Lakeshore and Sawyer rd is gone. Mr. VanWycke stated that it will be addressed along with a few other signs that are needed. Susan Paul brought up the section of Hanlon Rd that was dug up in order to fix a water leak. Mr. VanWycke stated that the Rd will be fixed after it settles. A motion by Mr. Fitzak to approve the 2019/20 Snow and Ice agreement in the amount of $43,552.29 second by Mrs. Yockel and carried. A motion by Mr. Woolston to Correct the Deputy Water and Deputy Highway Supt pay to $23.79 was second by Mr. Gifaldi and carried. A motion by Mr. Gifaldi to introduce Local Law No. 1 of the year 2019 second by Mr. Fitzak and carried. See attached. A motion by Mr. Woolston to set a public hearing for proposed Local Law No. 1 for the year 2019 on February 12, 2019 at 7:15pm second by Mrs. Yockel and carried. The Town Clerk’s report was approved, motion by Mr. Fitzak second by Mr. Woolston and carried. The Zoning/ Code report was approved, motion by Mr. Fitzak seconded by Mr. Gifaldi and carried. Judge Russell’s report was approved, motion by Mr. Woolston second by Mrs. Yockel and carried. Judge Hurley’s report was approved, motion by Mr. Fitzak second by Mr. Woolston and carried. Kurt VanWycke gave an update on Highway and Water Department activities. In the month of December the Carlton Fire Company responded to 13 calls with a total of 211 1/2 man hours that brings they year-end total to 230 calls at 1,546 ½ hours. All remaining 2018 Vouchers for the amount of $42,851.21 were approved. Motion by Mr. Woolston second by Mr. Fitzak and carried. January 2019 vouchers in the amount of $55,964.89 were approved. Motion by Mr. Gifaldi second by Mrs. Yockel and carried. A motion at 7:40 pm by Mr. Woolston to Adjourn seconded by Mr. Fitzak and carried. .
