April 16th Regular Board Meeting

April 16, 2019 At 7:00 pm, Supervisor Gayle Ashbery called to order the regular monthly meeting of the Town Board of the Town of Carlton. Present were the following Board members: Councilman Jeffery Gifaldi, Councilman John Fitzak, Councilwoman Deborah Yockel and Councilman Dana Woolston. Also present Kurt VanWycke Highway Supt., Doug Heath, Town Attorney,. Following roll call and the Pledge of Allegiance, the minutes of March 12, 2019 were approved, motion by Mr. Woolston seconded by Mrs. Yockel and carried. Motion by Mr. Woolston Local Law #3 of 1998 second by Mr. Fitzak and carried. Motion by Mr. Gifaldi No sudden impact/ negative impact second by Mr. Woolston and carried. A motion by Mr. Fitzak to approve Local Law # 1 of 2019, amending the Carlton Zoning Ordinance to permit "private airports" by special use permit in the RR, WR, WD, and B zoning districts within the Town. Was seconded by Mrs. Yockel and carried. A motion by Mr. Woolston to approve the out of district water request for 1347 Transit Rd second by Mr. Fitzak and carried. A motion by Mr. Woolston to approve the out of district water request for 1359 Transit Rd second by Mrs. Yockel and carried. A motion by Mr. Fitzak to approve the adjustment of a water bill for 13137 Sunset Parkway to the towns at cost price second by Mr. Woolston and carried. (Ref.#894) A motion by Mr. Gifaldi to approve the adjustment of a water bill for 14351 Oak Orchard on the Lake to the towns at cost price second by Mrs. Yockel and carried. (Ref.#900) A motion by Mr. Fitzak to approve the submitted 284 agreement by Mr. VanWycke, Highway Supt. Second by Mr. Woolston and carried. A motion by Mr. Fitzak to approve the Supervisors report was seconded by Mr. Gifaldi and carried. A motion by Mr. Woolston to approve the Town Clerk report was seconded by Mrs. Yockel and carried. A motion by Mrs. Yockel to approve the Code/Zoning report was seconded by Mr. Gifaldi and carried. A motion by Mr. Fitzak to approve Justice Hurley’s report seconded by Mr. Woolston and carried. A motion by Mr. Gifaldi to approve Justice Russell’s report seconded by Mrs. Yockel and carried Mr. VanWycke gave an update on Water and Highway activities. A motion by Mr. Woolston to put an ad in the paper requesting bids on re-siding the Town of Carlton highway garage second by Mr. Gifaldi and carried. In the month of February the Carlton Fire Company responded to 21 calls with a total of 251 man hours. In the Month of March the Carlton Fire Company responded to 23 calls with a total of 114 man hours. A motion by Mr. Woolston to approve the April vouchers in the Amount of $ 114,083.45 second by Mr. Gifaldi and carried.
