June 12th Regular Board Meeting

June 12, 2018 At 7:00 pm, Supervisor Gayle Ashbery called to order the regular monthly meeting of the Town Board of the Town of Carlton. Present were the following Board members: Councilman Jeffery Gifaldi, Councilman John Fitzak and Councilwoman Deborah Yockel and Councilman Dana Woolston. Also present were Kurt VanWycke Highway Supt. and Doug Heath, Town Attorney. Following roll call and the Pledge of Allegiance, the minutes of May 8, 2018 were approved, motion by Mr. Fitzak, seconded by Mr. Yockel and carried. Under Privilege of the Floor, Eileen Wuethrich asked if there is any update on combining the Planning and Zoning Boards. Mrs. Ashbery stated that there has recently been personnel changes in the Boards and she is researching the possibility of it. A motion by Mr. Gifaldi to approve the payment of Pay App #3 to Randsco Pipeline in the amount to $ 3,290.00 second by Mrs. Yockel and carried. A motion by Mr. Gifaldi to appoint Lynda Woolston Code Enforcer term ending 12/31/2018 second by Mr. Fitzak and carried. Mr. Woolston abstained A motion by Mr. Woolston to appoint Noah O’Kussick as Zoning Enforcer term ending 12/31/2018 second by Mrs. Yockel and carried. A motion by Mr. Woolston to sign the consent and assignment regarding Chatfield engineers second by Mr. Fitzak and carried. A motion by Mr. Gifaldi to approve the Supervisor’s report, second by Mr. Fitzak and carried. A motion by Mr. Woolston to approve the Town Clerk’s report, Second by Mr. Fitzak and carried. A motion by Mr. Gifaldi to approve the Code and Zoning reports second by Mr. Fitzak and carried. Mr. Woolston abstained. A motion by Mrs. Yockel to approve Justice Russell’s April report second by Mr. Fitzak and carried. A motion by Mr. Fitzak to approve Justice Hurley’s April report second by Mr. Gifaldi and carried. A motion by Mr. Woolston to approve Justice Russell’s May report second by Mrs. Yockel and carried A motion by Mr Fitzak to approve Justice Hurley’s May report second by Mrs. Yockel and carried. Mr. VanWycke gave an update on highway and water Department activities. Carlton Fire Company has responded to 20 calls with a total of 180 man hours. Chief Niederhofer stated that they will be hosting their annual chicken BBQ on August 11, 2018. General Fund voucher numbers 130-169 for the amount of $10,987.14 were approved for payment, motion by Mrs. Woolston second by Mrs. Yockel and carried. Highway Fund voucher numbers 115-129 for the amount of $40,078.46 were approved for payment, motion by Mr. Gifaldi second by Mr. Fitzak and carried. Water Fund voucher numbers 30-40 for the amount of $5,443.48 were approved for payment, motion by Mr. Woolston second by Mr. Gifaldi and carried. Capital Project voucher numbers 9 for the amount of $ 3,290.00 were approved for payment, motion by Mrs. Yockel second by Mr. Fitzak and carried Mrs. Ashbery stated that the July 2018 Workshop meeting has been canceled.
