January 3rd Organizational Board Meeting

January 3, 2017 At 7:00 pm, Supervisor Gayle Ashbery called to order the 2017 Organizational meeting of the Town Board of the Town of Carlton. Present were the following Board members: Councilman John Fitzak, Councilman James Shoemaker, Councilman Marcus Coville and Councilman Dana Woolston. Also present were Dave Krull, Highway Supt. and Lynda Woolston, Code/Zoning officer Roll call and the Pledge of Allegiance were done. At 7:05 a motion by Mr. Woolston to recess the regular meeting to enter into executive session for a personnel matter was seconded by Mr. Fitzak and carried. At 8:00pm a motion by Mr. Woolston to reconvene the regular town board meeting was seconded by Mr. Coville and carried. A motion by Mr. Woolston to approve the appointments listed on Attachment #1 section 1. was seconded by Mr. Fitzak. Roll call, Shoemaker- Nay, Fitzak- Aye, Ashbery- Aye, Coville- Nay, Woolston- Aye and carried. See attached A motion by Mr. Shoemaker to appoint Dana Woolston as Deputy Supervisor was seconded by Mr. Coville and carried. Mr. Woolston Abstained. A motion by Mr. Fitzak to appoint Lynda Woolston for both Code enforcer and Zoning enforcer for a two year term was seconded by Mr. Coville and carried. Mr. Woolston abstained. The salaries for Elected Officers were approved, motion by Mr. Woolston second by Mr. Fitzak. Roll call vote, Shoemaker- Nay, Fitzak- Aye, Ashbery- Aye, Coville- Nay, Woolston- Aye, and carried. (Attachment #2) The salaries for Appointed Officials were approved, motion by Mr. Fitzak second by Mrs. Ashbery. Roll call vote, Shoemaker- Nay, Fitzak- Aye, Ashbery- Aye, Coville- Nay, Woolston- Aye, and carried. (Attachment #2) The wages for part time and hourly employees and mileage were approved, motion by Mr. Woolston second by Mr. Coville and carried. Roll call vote, Woolston-Aye, Coville- Aye, Fitzak- Aye, Shoemaker- Aye and Ashbery- Aye. (Attachment #2) The Highway Department schedule wages was approved, motion By Mr. Shoemaker second by Mr. Woolston and carried. ( Attachment #3) The Highway Department schedule of Benefits was approved, motion by Mr. Woolston seconded by Mr. Fitzak and carried. A motion by Mr. Fitzak to set the 2017 Town Board meetings for the second Tuesday of every month beginning February 14, 2017 at 7:00pm was seconded by Mr. Shoemaker and carried. A motion by Mr. Woolston to set the 2017 Workshop meetings for the 4 th Thursday of every month beginning January 26, 2017 at 6:30pm was seconded by Mr. Fitzak and carried. Mrs. Ashbery discussed a new procedure for submitting payroll to certified payroll that will begin on January 5, 2017.
