Department of Administration
To: The Honorable Calumet County Board of Supervisors
From: Todd M. Romenesko, County Administrator
Date: October 2, 2026
RE: Proposed 2027 Calumet County Budget
I am pleased to present the proposed draft 2027 Calumet County Budget for your review and consideration.
Developing the annual budget requires thoughtful consideration of the many needs and priorities that serve our county
and its residents. From public safety and health and human services to infrastructure and community development,
each area plays an important role in maintaining the services our community depends on. While the needs and requests
across departments are important, available resources require us to make careful decisions about where funding will
have the greatest impact.
As your Administrator, it is my responsibility to analyze the requests, consider long-term sustainability, and recommend a
balanced budget that reflects both the board’s strategic goals and our community’s needs. This recommendation was built
after reviewing department submissions, aligning requests from departments with available revenues , statutory
obligations, and board -adopted priorities. Each request was carefully evaluated for urgency, impact and feasibility. In
recommending this budget, some departments received less than requested, not because they are not important, but
because we needed to weigh them against other pressing obligations. These tradeoffs are always difficult, but they are
part of our responsibility to ensure long-term fiscal health.
I would like to give a special thank you to our Finance Director, Mike Stoegbauer. Mike continues to be an invaluable
resource, providing insight and guidance while understanding the unique needs of each department. I would also like to
sincerely thank Matt Payette and John Anderson for their continued support and for going above and beyond their
regular duties to help ensure a smooth and successful budget process. Their dedication and teamwork are greatly
appreciated.
I also want to recognize our Department Heads and their staff for the time, effort, and expertise they contributed
throughout the budget process. Their teamwork and commitment helped shape a responsible budget while continuing
to support the important services our community relies on. Their leadership and dedication are truly appreciated.

BUDGET PROCESS
The budget process is more than assigning dollar amounts to services; it is an important planning tool. It reflects our
commitment to responsibly managing financial and operational resources while maintaining quality services for the
residents, visitors, and businesses of Calumet County.
To develop the Administrator’s Proposed 2027 Budget, we met with Department Heads to review their requests.
Departments also met with their respective committees to provide an opportunity for input.
The proposed budget will be presented to the Administrative Services Committee on Tuesday, October 6th. County
Board Chair Alice Connors has invited all County Board Members to attend.
The final step in the budget review process is the public hearing, scheduled for 9:00 a.m. on Monday, November 2nd.
During the hearing, the public will have an opportunity to address the County Board regarding the proposed budget.
Following the public hearing, the County Board will consider and adopt the final County Budget for 2027.
FINANCIAL CONSIDERATIONS
The following information was considered while developing the overall County budget. These financial considerations are
important to know at the beginning of the budget process, as they identify the dollars available to continue operations
and/or services to our residents. The overall growth of the County and the previous years’ fiscal responsibility of the
County Board provides for a good financial position looking forward to 2027.
• Calumet County’s 2026 net new construction was 2.23% compared to 2.53% in 2025.
• Total levy limit adjustments allow for a combined levy increase of $156,083;
due to net new construction
of $457,148 and reduced by lower requests for town bridge aid.
• Total estimated 2026 Shared Revenues $1,679,024 for a $22,542 increase over 2026, or a 1.4% increase.
• Calumet County’s 2026 Equalized Value, excluding Tax Incremental Districts (TIDs), totaled
$8,790,013,400, compared to $7,932,128,400 in 2025, representing an 11% increase.
• Total Unassigned General Fund Balance Available as of December 31, 2025, is $ 9,004,299
compared to $10,276,832 for the prior year.
• Calumet County’s July 2026 unemployment rate of 2.8%.
BUDGET FACTS
Personnel
Maintaining comprehensive benefits and competitive compensation remains crucial for attracting talent and retaining
the current workforce; therefore, I recommend a minimum 2% wage increase for Calumet County employees. This
recommendation is based on a review of national and regional salary survey results. The results of the WorldatWork
2026-2027 Salary Budget Survey reported that salary budget increases are projected at 3.6% for 2027. The results of the
Upper Midwest Salary Planning Survey reported an average projected 2027 payroll budget increase of 3.4% for public
sector employers.
In 2026 our contract with Group Health Trust (GHT) for our health insurance plan continued and will remain in place for
2027. I am happy to report that Calumet County will only incur a 2% premium rate increase in 2027 for health insurance,
and no rate increase for dental insurance benefits. In addition to our comprehensive benefits, the general
employer/employee contribution rate for WI Retirement will increase from 7.2% to 7.25% in 2027.
AGENDA ITEM #8.1.
Todd Romenesko, County Administrator, and Mike Stoegbauer, Finance Direc... Page 9 of 22
3
The Upper Midwest Salary Planning Survey also reported that the top three issues related to total rewards facing
organizations include competitive wage structure/package, long-term sustainability of insurance costs, and attracting new
talent in today’s economy. In 2026 Calumet County’s unemployment rate continues to be one of the lowest in the state
at 2.8% just above the lowest county at 2.5%. Further emphasizing our need to remain competitive with our compensation
and benefits to attract and retain talent.
Health Insurance Premiums
Our health insurance plan performance continues to be favorable. The impact of which allows for only a 2% health
insurance premium increase for 2027. Health insurance accounts for over $7.5 million of our county budget. The county
continues to offer employees the opportunity to pay a reduced premium of 11.4% by participating in the county’s wellness
program. Continuing into 2027, both the employee and spouse will be required to meet the wellness criteria for the family
coverage premium reduction in 2027. Our health insurance benefits remain strong and competitive.
Annual Health Savings Account (HSA) Contribution Limitation
The IRS released an inflation adjustment for 2027 HSA contribution limitations. The maximum HSA contributions for
High-Deductible Health Plan (HDHP) participants increases from $4,400 to $4,500 for individuals with single coverage
and $8,750 to $9,000 for family coverage. This creates the opportunity for employees to enjoy the tax benefits of
contributing more funds to their HSA account. County contributions account for approximately $500,000
High-Deductible Health Plan Requirements (HDHP)
The IRS released an inflation adjustment to HDHPs as well. For the calendar year 2027, an HDHP is defined as a health
plan with an annual deductible that is not less than $1,750 for single coverage and $3,500 for family coverage; and the
annual amount of out-of-pocket expenses do not exceed $8,700 for single coverage or $17,400 for family coverage. The
employee deductibles will remain the same for 2027. Single coverage deductible is $2,000 and family coverage
deductible is $4,000.
Full-time Equivalents (FTEs)
Several departments requested additional staff in varying forms from permanent full-time to moderate increases in full-
time equivalents. As always, being charged with the task of prioritizing these requests is challenging. Therefore, some
position requests are not included in the proposed 2027 budget.
The 2027 budget proposes 3.00 FTE in new positions across Health and Human Services (HHS) and Highway. The HHS
positions are fully funded, resulting in no impact on the levy. Concurrently, 6.0 FTE in vacant HHS positions are being
eliminated, generating substantial cost savings. After factoring in all additions and eliminations, the net budget impact is
a decrease of approximately $763,000.
• 6.0 FTE decrease in the Department of Health and Human Services
• 2.00 FTE increase in the Department of Health and Human Services
o Two are fully funded with no levy impact
• 1.00 FTE increase in Highway
o Partially funded
Capital Improvement Projects: This budget includes several items in capital improvements that are recommended to be
completed in 2027. Total capital improvements proposed in the 2027 budget are $8,937,573, which includes general fund
budget expenditures of $873,000. Some of the proposed equipment purchases and capital improvement projects included
in the general fund budget:
• Highway Motorgrader for $535,000
• County Park equipment replacements of zero turn mower, UTV and pickup truck for $75,500
• Sheriff’s Office vehicle replacements for $232,000
AGENDA ITEM #8.1.

4
Tax Levy: The total proposed tax levy increase is $156,083 or .6%, with $457,148 from meeting the State imposed levy
limit. Additional items adjusted for outside of this limit contribute $301,065 in a reduction of the overall tax levy. These
items include the following:
• Libraries
• Town Bridge Aids
• Other statutory special charges
Sales Tax: The proposed 2027 budget includes $5,733,023 in sales tax expenditures with an anticipated sales revenue
collection of $7,022,000. Current sales tax balance exceeds $8,000,000 in available funds. A few highlighted projects on
how sales tax would be applied as follows:
• Additional $1 million for second phase of the second-floor courthouse renovations
• Parks improvements, including Adventure Leaning Playground at Ledgeview, engineering design for
dredging and permits at Stockbridge Harbor, Becker Lake boat ramp replacement and other various
projects
• Maintenance, replacement of the roof on the 1976 addition and expansion of the south parking lot
• Sheriff’s Office - $747,000 including thirty portable radios for sworn officers, radio tower in Harrison,
tower upgrade in Chilton and court security equipment
• County Road projects
ARPA Funding: Of the County’s $9,729,201 in American Rescue Plan Act (ARPA) funds, 42 projects have been completed.
The sole remaining project is the Enterprise Resource Planning (ERP) software implementation, which is underway and
has limited remaining expenditures anticipated through the end of 2026. The final $40,000 in obligated ARPA funding has
been allocated to program administration in 2026. All County ARPA funds will be expended by December 31, 2026, as
required by law.
Fund Balances Applied: The County Board has established a minimum threshold for the County’s General Fund Balance at
15% of the total audited expenditures of the County’s Governmental Funds, less Debt Service and Capital Projects Fund
expenditures. As of December 31, 2025, the County’s general fund balance exceeded our minimum fund balance by
$1,875,411. We expect the County’s general fund will end 2026 at a similar level.
The County’s proposed 2027 budget applies $3,441,560 of general fund balance. This is approximately $520,000 over
last year. By applying fund balance, Calumet County can maintain its financial strength and flexibility by maximizing its
revenue under existing tax levy limitations, while providing tax relief in subsequent budget years.
2027 BUDGET CONCLUSION
This budget continues our commitment to responsible tax levy management, maintaining the County’s financial stability,
and supporting collaboration and innovation in public services. I look forward to continued discussion and working with
the County Board toward adoption of the 2027 Budget.
Please feel free to contact me with any questions or to discuss the proposed 2027 Calumet County Budget further.
