These minutes HAVE BEEN approved by the Highway Committee Calumet County Highway Committee Meeting Minutes June 4, 2026 The meeting was called to order by Highway Committee Chair Matthew Budde at 2:30 p.m. Members present were: Supervisors Matthew Budde, Ronald Dietrich, Ty Stuckmann, and Kathleen Thunes. Supervisor Joseph Mueller was excused for this meeting. Others Present were: Highway Commissioner, Chad Scheinoha; Highway Road Superintendent, Spencer Loebel; and Highway Office Coordinator, Lexie Lau; Scott Nelson, Wisconsin Department of Transportation (WISDOT) Deputy Director; and Tim Rank, WISDOT Project Development Chief. The pledge of allegiance was recited. Moved by Supervisor Stuckmann, seconded by Supervisor Dietrich to approve the agenda. Motion carried unanimously. Moved by Supervisor Stuckmann, seconded by Supervisor Thunes to approve the minutes from the May 13, 2026, Highway Committee Meeting. Motion carried unanimously. Public Participation: None Report of Committee Members: A: Meetings: None B: Upcoming events: None Communications: None Wisconsin Department of Transportation Annual Presentation: Commissioner Scheinoha recognized staff from the NE Region of the Wisconsin Department of Transportation. Staff thanked Calumet County for all the assistance we have given the DOT, and the strong partnership that we have with the Northeast Region DOT staff. DOT staff reviewed their 6-year Capital Improvement Plan that is in place in Calumet County and answered questions from our committee. They also touched on the upcoming State budget, and the upcoming funds for Calumet County to perform maintenance on the State highway system. This was just an informational item on the agenda. Wisconsin DOT staff departed the meeting at 3:24 p.m. Items for Action or Discussion: A. Material Bins Bid Spec: Commissioner Scheinoha explained that the bid specification is not ready yet due to changing plans with solar salt and the overall design. It has been beneficial for the design process that there have been delays. There was no action required for this agenda item. These minutes HAVE BEEN approved by the Highway Committee B. Select Date for Road/Project Tours: Commissioner Scheinoha asked the Committee for dates that may work for a Road and Project Tour. The Committee agreed that the best date would be August 12, 2026 after the regular meeting has concluded. C. Bridge Aid Applications Commissioner Scheinoha informed the Committee that the department received three applications for Bridge Aid. The applications are as follows: 1. Town of Brillion: Boettcher Rd north of Rusch Rd. 2. Town of Charlestown: Bruckner Rd 3. Town of Brothertown: S Columbus Rd. Commissioner Scheinoha informed the Committee that each of these applications has been approved by Calumet County staff and recommends approval by the Committee. Motion by Supervisor Dietrich, seconded by Supervisor Thunes to approve all bridge aid applications. Committee discussion followed. Motion carried unanimously. Report of Highway Department: Commissioner Scheinoha provided the Committee with a document detailing the recent activities of the department and staff. A. Staff Updates and Activities: Commissioner Scheinoha gave an update on highway maintenance and construction activities and staffing levels. B. Highway Main Phone Line Update: Commissioner Scheinoha informed the Committee that the main phone line has been converted to a phone tree so that callers are able to connect to the correct staff member. This will also be vital during Lexie’s maternity leave. C. 2027 Budget Preparations: Commissioner Scheinoha gave the Committee an update on his preparations for the 2027 Budget Cycle and an outline of the currently planned projects. Highway Road Superintendent Loebel departed the meeting at 3:55 p.m. D. Provide Wisconsin Department of Transportation and County Project Updates: Commissioner Scheinoha gave a brief update on the following projects: US (USH) and State Trunk Highway (STH) 151/55 schedule, STH 32/57 resurfacing schedule, USH 10 resurfacing schedule, County Trunk Highway (CTH) B reconstruction schedule, CTH M reconstruction schedule, CTH D pulverizing and paving, CTH E culvert project, CTH HH pulverizing and paving schedule. Set Next Meeting Date: The next meeting of the Highway Committee is tentatively scheduled for Wednesday, July 8, 2026, at 8:30 a.m. at the Calumet County Highway Dept. at 241 E. Chestnut Street, Chilton WI 53014.
