Allow public or others to speak during debate?
◦ It is up to the Chair
Public comment is very important to the legislative process. It
is most appropriate at the committee level.
Be careful not to lose control of the meeting if individuals are
allowed to speak outside of the public comment section.
If there are several individuals that wish to speak during
public comment, and you are going to allow people to speak
during the debate, be sure to inform the entire group.
◦ Speaking during public comment is recommended
◦ Speaking during debate is not advised

REPORT TO: THE CALUMET COUNTY BOARD OF SUPERVISORS
FROM: THE PLANNING, ZONING, AND FA RMLAND PRESERVATION COMMITTEE
RE: RODNEY HAESE, ZONING MAP AMENDMENT REQUEST
This report, recommendation, attached map, and fact sheet are hereby presented in accordance with Section 59.69(5)(e) of
Wisconsin Statutes.
On April 17, 2026, Rodney Haese and agent Brad Buechel petitioned the Calumet County Board of Supervisors to request a map
amendment of approximately 78 acres of land from the Exclusive Agricultural (EA) district. The proposal would rezone
approximately 4 acres to the Agricultural Residential (A-R) and 74 acres to the Exclusive Agricultural Preservation (EA-P) districts,
as seen in Attachment A. The subject property is in the SE ¼, SE ¼, Section 13 of Township 20 North, Range 20 East, in the Town
of Brillion, and is located at W192 Harvestore Road.
Action taken to date on this request includes:
o The applicant petitioned for a Zoning Map Amendment on April 17, 2026.
o The petition was referred from the County Clerk to the County Planning, Zoning, and Farmland Preservation
Committee for a public hearing and recommendation to the Calumet County Board of Supervisors.
o The public hearing notices were published in the Tri-County News on April 30, 2026, and May 7, 2026.
o Existing conditions relating to land use, zoning, and natural resources are summarized on the accompanying
map amendment fact sheet.
o The Town of Brillion reviewed the petition on May 12, 2026, and had no objection to the proposed
amendment.
The Calumet County Planning, Zoning, and Farmland Preservation Committee held a public hearing regarding the
proposed amendment on May 14, 2026. It made the following conclusions from testimony, staff analysis, verbal
and written testimony, and the rezoning fact sheet:
o Farm Consolidation
The proposed request will split the existing residence and outbuildings from the surrounding
agricultural land on the property.
The request is being processed as a farm consolidation, which allows the applicants to exceed the ratio
standards outlined in Section 82-48(f)(2)A of the Zoning Ordinance to follow existing natural and other
geological features or existing agricultural structures and amenities on the property.
o As proposed, the request follows the standards outline for farm consolidations.
o Town and County Comprehensive Plan Compatibility
The preferred future land use map of the 2045 Compre hensive Plan classifies the subject property in
the Agricultural use category. The proposed land us es and zoning districts are compliant with the
requirements of this land use classification.
o Farmland Preservation Plan Compatibility
The subject property is identified within the farmland preservation area of the plan and will remain
consistent for the agricultural land.
RECOMMENDATION TO THE CALUMET COUNTY BOARD OF SUPERVISORS
The Calumet County Planning, Zoning, and Farmland Preservation Committee found, from the petition and corresponding
information provided, that the petition will be consistent with the Town and County Comprehensive Plan and the County’s
Zoning and Land Division Ordinances. Therefore, the Committee recommends that the petition, as provided, be approved by
the Calumet County Board of Supervisors.

REPORT TO: THE CALUMET COUNTY BOARD OF SUPERVISORS
FROM: THE PLANNING, ZONING, AND FA RMLAND PRESERVATION COMMITTEE
RE: KEULER TRUST, ZONING MAP AMENDMENT REQUEST
This report, recommendation, attached map, and fact sheet are hereby presented in accordance with Section 59.69(5)(e) of
Wisconsin Statutes.
On April 17, 2026, the Alfred and Janice Keuler Trust and agent Brad Buechel petitioned the Calumet County Board of Supervisors
to request a map amendment of approximately 32.19 acres of land from the Single-Family 20,000 (SF20) and the General
Agriculture (GA) districts to the Heartland (HL) district, as seen in Attachment A. The subject property is in the SE ¼, Section 25
of Township 17 North, Range 20 East, in the Town of New Holstein, and is located at W204 Cty Trunk HH.
Action taken to date on this request includes:
o The applicant petitioned for a Zoning Map Amendment on April 17, 2026.
o The petition was referred from the County Clerk to the County Planning, Zoning, and Farmland Preservation
Committee for a public hearing and recommendation to the Calumet County Board of Supervisors.
o The public hearing notices were published in the Tri-County News on April 30, 2026, and May 7, 2026.
o Existing conditions relating to land use, zoning, and natural resources are summarized on the accompanying
map amendment fact sheet.
o The Town of New Holstein reviewed the petition on May 13, 2026, and had no objection to the proposed
amendment.
The Calumet County Planning, Zoning, and Farmland Preservation Committee held a public hearing regarding the
proposed amendment on May 14, 2026. It made the following conclusions from testimony, staff analysis, verbal
and written testimony, and the rezoning fact sheet:
o Background and Environmental Conditions
The Alfred and Janice Keuler Trust are in the process of dividing land currently held by the trust.
The subject property is a mixture of approximately 10 acres of agricultural land currently being farmed
and a wetland complex occupying approximately 22 acres.
o Zoning and Land Division Ordinance Standards
The rezone is being requested as the proposed la nd division would result in the parcels being
substandard in size.
o As proposed, both lots would be compliant with the land division and zoning ordinance
dimensional standards.
The perspective buyer of the eastern lot is looking to construct a potential home site in the northeast
corner of the lot not mapped as floodplain.
o The proposed rezoning would limit the density of the lot to one residential unit,
whereas the density of the existing district would allow for approximately 22 density
units.
Based on the environmental conditions of the subject property, a reduction in
density units, as proposed with the rezone, would be more appropriate for
the property.
o Town and County Comprehensive Plan Compatibility
The preferred future land use map of the 2045 Compre hensive Plan classifies the subject proper
ty in
the Agricultural and Conservancy/Open Space catego ry. The proposed land uses and zoning districts
are compliant with the requirements of this land use classification.
o Farmland Preservation Plan Compatibility
The subject property is excluded as a farmland pres ervation eligible location. Additionally, the Town
of New Holstein does not participate in the Farmland Preservation Program.

REPORT TO: THE CALUMET COUNTY BOARD OF SUPERVISORS
FROM: THE PLANNING, ZONING, AND FA RMLAND PRESERVATION COMMITTEE
RE: ANDY SCHUH, ZONING MAP AMENDMENT REQUEST
This report, recommendation, attached map, and fact sheet are hereby presented in accordance with Section 59.69(5)(e) of
Wisconsin Statutes.
On April 17, 2026, Andy Schuh and agent Brad Buechel petitioned the Calumet County Board of Supervisors to request a map
amendment of approximately 41.31 acres of land from the Exclus ive Agricultural (EA) district. The proposal would rezone
approximately 5 acres to the Agricultural Residential (A-R) and 36.31 acres to the Exclusive Agricultural Preservation (EA-P)
districts, as seen in Attachment A. The subject property is in the NE ¼, Section 13 of Township 20 North, Range 20 East, in the
Town of Brillion, and is located at N8793 Long Lake Road.
It made the following conclusions from testimony, staff analysis, verbal
and written testimony, and the rezoning fact sheet:
o Lot Line Reconfiguration
As part of the request, it was identified that the septic system for the residence on the subject property
was located on the adjacent property to the north. Staff recommended the applicant to have this
portion of land deeded over to them so it could be included as part of this request. The applicant has
since filed a Certificate of Survey with a Quit Claim Deed for the property through the Register of Deeds
on April 27
th.
o Farm Consolidation
The proposed request will split the existing residence and outbuildings from the surrounding
agricultural land on the property.
The request is being processed as a farm consolidation, which allows the applicants to exceed the ratio
standards outlined in Section 82-48(f)(2)A of the Zoning Ordinance to follow existing natural and other
geological features or existing agricultural structures and amenities on the property.
o As proposed, the request follows the standards outlined for farm consolidations.
o Town and County Comprehensive Plan Compatibility
The preferred future land use map of the 2045 Compre hensive Plan classifies the subject property in
the Agricultural use category. The proposed land us es and zoning districts are compliant with the
requirements of this land use classification.
o Farmland Preservation Plan Compatibility
The subject property is identified within the farmland preservation area of the plan and will remain
consistent for the agricultural land.
RECOMMENDATION TO THE CALUMET COUNTY BOARD OF SUPERVISORS
The Calumet County Planning, Zoning, and Farmland Preservation Committee found, from the petition and corresponding

the Calumet County Board of Supervisors.

REPORT TO: THE CALUMET COUNTY BOARD OF SUPERVISORS
FROM: THE PLANNING, ZONING, AND FA RMLAND PRESERVATION COMMITTEE
RE: MICHAEL PICKELL, ZONING MAP AMENDMENT REQUEST
This report, recommendation, attached map, and fact sheet are hereby presented in accordance with Section 59.69(5)(e) of
Wisconsin Statutes.
On April 8, 2026, Michael Pickell petitioned the Calumet County Board of Supervisors to request a map amendment of
approximately 10 acres of land from the Single-Family 20,000 (SF20) district to the Small Estate (SE) district, as seen in
Attachment A. The subject property is in the NE ¼, NE ¼, Se ction 21 of Township 17 North, Range 20 East, in the Town of New
Holstein, and is located at N1249 Plymouth Trail.
Action taken to date on this request includes:
o The applicant petitioned for a Zoning Map Amendment on April 8, 2026.
o The petition was referred from the County Clerk to the County Planning, Zoning, and Farmland Preservation
It made the following conclusions from testimony, staff analysis, verbal
and written testimony, and the rezoning fact sheet:
o Background
The subject property was part of the original farmstead in this area before it was later subdivided with
residential construction to the north and south around the 1970s. The property has been used for both
residential and agricultural purposes since at least 1938.
Prior to the 2009 zoning ordinance rewrite, the subject property was located in the R-1 district, which
allowed for residential development and agricultural uses.
o As part of the 2009 rewrite, the county chan ged the zoning of the property from the
R-1 district to the new Single-Family 20,0 00 district, which no longer permitted
agricultural uses.
o The applicant was unaware that the zoning changed on the property as part of the
2009 rewrite and that agricultural uses were no longer permitted.
Zoning Compatibility
o The proposed map amendment would rezone the subject property from the SF20
district to the SE district.
o The purpose of the SF20 district is to provide for exclusive single-family residential and
planned residential development at fairly high densities with permitted uses being
restricted to maintain the residential character of the area.
o The purpose of the SE district is to provide for single-family residential and planned
residential development on smaller lots than permitted in the Heartland (HL) district.
The district is intended for transitional areas between undeveloped and developed
lands.
Based on the current and historic land use of the property, the SE district
would be the most compatible zoning di strict to permit the residential and
agricultural uses of the property, while still maintaining the residential
character of the neighborhood based on the list of p
ermitted uses in the
district.
AGENDA ITEM #10.4.
ORDINANCE 2026-05 ORDINANCE TO AMEND CHAPTER 82 - ZONING CODE ON CERTAIN... Page 83 of 94
o Town and County Comprehensive Plan Compatibility
The preferred future land use map of the 2045 Compre hensive Plan classifies the subject property in
the Rural Low Density Residential category.
o The Rural Low Density Residential catego ry focuses on low density residential
development, consistent with single-family ho using. Nonresidential uses in this area
would include home occupations, small-scal e agricultural uses, and community uses,
provided they are compatible with the surrounding residential and rural character of
the neighborhood.
Based on the mixture of residential and agricultural uses occurring in the
neighborhood of the subject property, the SE district would be compatible
with the Town and County Comprehensive Plan and the Future Land Use Map.
o Farmland Preservation Plan Compatibility
The subject property is excluded as a farmland pres ervation eligible location. Additionally, the Town
of New Holstein does not participate in the Farmland Preservation Program.

Phase 2 – 2nd Floor Courthouse Remodel Project Update
Planning
The Preconstruction Planning Team, which includes staff from Administration, Health and Human Services,
Maintenance, and Information Technology, continues to meet regularly to prepare for the project. The team is
reviewing a wide range of factors that will affect courthouse operations during construction, including parking
and building access for staff and clients, staff workspace needs, technology requirements, office furniture
moves, and communication. Tasks are assigned to team members, and progress is reviewed at subsequent
meetings. The team will continue meeting biweekly to help ensure these issues are addressed before and
during construction.
Design
Kueny Architects is approximately 80% complete with the Schematic Design phase of the project. This phase
takes the approved concept and develops the layout and scaled drawings that show the size, shape, and
relationship of the proposed renovation area within the existing Courthouse. While these documents are not
construction-ready, they provide enough detail for the project to move into the next phase, Design
Development. The purpose of schematic design is to confirm the overall direction of the project and create a
clear framework for the remaining design work and eventual construction. As part of this phase, RTM

Calumet County Land & Water Conservation Holds Annual Tree Sales
The Calumet County Land and Water Conservation
Department’s (LWCD) 2026 Tree and Shrub Sale
operated differently than in previous years.
Traditionally, Calumet’s LWCD partners with
Outagamie County’s LWCD for a joint sale;
however, this year, the counties hosted individual
events. This separation allowed the LWCD to tailor
the program specifically to the Calumet County
community.
To facilitate this, the LWCD developed "Tree-Mail,"
an optional email list designed to keep residents
informed. Subscribers receive notifications
regarding ordering timeframes, program updates,
reminders, and surveys. To date, 244 residents have joined the list.
The department used Tree-Mail to gather feedback via surveys, leading to several key updates for 2026:
• New Species: Based on specific community requests, the LWCD
added silky dogwoods and three species of apple trees to the
inventory for the first time.
• Flexible Scheduling: After a majority of respondents indicated that
a one-day pickup was difficult to manage, the event was expanded
to two half-day sessions (one morning and one afternoon) to
accommodate busy schedules.
• Expanded Inventory: In addition to trees, the department
introduced sales for planter bars, native pollinator seed mixes, and
soil moist powder.
• Digital Access: The department launched its own dedicated tree-
ordering website.
The 2026 sale was a significant success, with a total of 5,415 trees and
shrubs sold.
Moving forward, information for the annual sale will be shared from October through April across multiple
platforms. To stay informed about future spring sales, please use the QR code below to sign up for Tree-Mail.
