Town Board Meeting — Minutes

MINUTES REGULAR MEETING Three Lakes Town Board of Supervisors August 4, 2026 Meeting called to order at 5:30 p.m. by Chairman Brisk. Supervisors present: Ella Baltus and Kevin Meyer. Absent: Supervisors Jeff Boehm and Matt Olkowski. Clerk Harris was present to record the minutes. Clerk Harris reported on the agenda posting in accordance with Wisconsin Open Meeting Law. Quorum of Supervisors (3 of 5) established. Motion by Supervisor Baltus (Meyer) to approve the agenda in any order. Motion carried. 3:0 Chairman Brisk welcomed and informed everyone that there would be a Partisan Primary held in the board room on August 11, 2026, and Open Book is scheduled for September 1, 2026 from 10:00 a.m. to noon and 1:00 p.m. to 4:00 p.m. as well as the Board of Review will be held on September 15, 2026 from 3:00 p.m. to 5:00 p.m. Minutes from July 21, 2026, special and regular meetings were distributed in advance to the Supervisors. Motion by Supervisor Baltus (Meyer) to approve the special meeting minutes of July 21 st as presented. Motion carried. 3:0 Motion by Supervisor Baltus (Meyer) to approve the regular meeting minutes for July 21st as presented. Motion carried. 3 :0 Town Board reviewed the Plan Commission recommendation for the Preliminary two (2) lot certified survey map of lands owned by Custom Components of Eagle River Inc. and GPS Inc., submitted by Maines & Associates, Greg Maines, surveyor for the following vacant property further described as: Part of Government Lot 5, Section 4, T38N, R11E, PIN TL 421-1, Town of Three Lakes. Motion by Chairman Brisk (Baltus) that we recommend to Oneida County the preliminary two (2) lot survey map as presented by Maines & Associates with strong recommendations to require the county to follow or put in specific guidelines for stormwater drainage if it affects the elevation as it relates to town owned property and adjacent properties. Motion carried. 3:0 Town Board reviewed the Plan Commission recommendation for the Preliminary Superior Street Condominium Plat, a two (2) unit conversion condominium, SMOE Properties LLC, owner and submitted by Maines & Associates, Greg Maines, surveyor, for the following property described as: Lot 1, CSM 4495, being part of the NW-NW, Section 7, T38N, R11E, PIN TL 2472; 1790 & 1792 Superior Street and 6983 W. School Street, Town of Three Lakes. Motion by Supervisor Baltus (Meyer) to approve the Condominium Plat of two (2) unit conversion condominium for SOME Properties, LLC, more specifically 1790 and 1792 Superior Street and 6983 W. School Street as presented. Motion carried. 3:0 Fire Department Administrator John Fink provided the July monthly department update. Treasurer Lanae Kowalski will seek borrowing rates after the department head meetings of August 4 th and will have back before the board at the regular meeting of August 18, 2026. Town Board reviewed the Library Board of Trustees Financial Report 2Q 2026. Town Board reviewed the Three Lakes Ambulance financial report 2Q 2026 Public Works Superintendent Josh Paetow provided an update on the Hwy X Blue Ribbon Bridge project and the July 27, 2026, storm and cleanup measures. Clerk Harris presented Operator Licenses for John Hope and Cheryle Ruffie and certified the applicants had met the requirements under state statute and local ordinance. Motion by Supervisor Baltus ( Meyer) to approve all operator licenses as certified by Clerk Harris. Motion carried. 3 :0 Clerk Harris read the summary of bills requested for approval by the Board. The bi-weekly direct deposits were in the amount of $40,300.82. The electronic payment of payroll taxes was $13,335.82. The electronic payment of retirement was $15.064.49. Checks #59330-59385 were used to pay expenses in the amount of $151,335.06. The employee portion of Employee Benefit was $198.29 for a total of $220,234.48. Motion by Supervisor Baltus (Meyer) to approve the payment of the bills. Motion carried. 3:0 Public comments were heard.
