Tom Stephens moved to approve the minutes of the previous meeting. Robin Ginner seconded the motion.
There was no discussion. Tom Stephens, Glenn Schiffman, and Robin Ginner voted in favor. Katie Hayes
abstained because she was not present at the previous meeting. The motion passed.
5. BID Assessment — 2026 Assessment Rate
Karen Margelofsky reported that ERRP recommends maintaining the current BID assessment rate for 2026
at $1.05 per $1,000 of assessed value, with a $4,300 maximum assessment per individual tax bill or
group of tax bills under the same legal name.
The BID Board was provided with an assessment spreadsheet showing the proposed total assessment.
Karen noted that the final amount may change following receipt of the State Manufacturing Equalized Value
rolls, expected in mid-October.
The overall assessment has decreased from the previous year, primarily because Norvado is now exempt
following its transition to State TeleCo, along with decreases in the assessed values of some other
properties following reassessment.
Glenn Schiffman asked whether properties annexed into the City during the past year had been added to
the BID. Karen explained that adding newly constructed or annexed properties to the BID is a separate
process currently being reviewed by the ERRP Economic Vitality Committee. A team led by Jim Holperin
and Tom Stephens is identifying potential properties and contacting property owners regarding possible
inclusion in the BID.
Tom Stephens moved to maintain the 2026 BID assessment rate at $1.05 per $1,000 of assessed value,
with a maximum assessment of $4,300 for an individual tax bill or group of tax bills under the same legal
name. Glenn Schiffman seconded the motion. The motion passed unanimously.
6. 2026 ERRP Budget Recommendation
Karen Margelofsky presented the 2026 ERRP budget materials that will also be provided to the Mayor and
City Council.
a. WEDC Grants
Robin Ginner noted that one of the largest changes in the budget is related to the increased amount
of WEDC grant activity.
Karen explained that the WEDC funds column for the Vibrant Spaces project reflects the total
project amount rather than only the $50,000 WEDC grant. The Impact Grant is a pass-through grant
that ERRP will receive from WEDC and distribute to business owners.
ERRP has received 21 Impact Grant applications representing more than $2 million in proposed
projects and nearly $500,000 in requested grant matches. The committee has narrowed the
applications to 10 that can move forward and five that require additional information. The
committee will meet again on September 29, 2025, to review the applications.
b. Staffing
Karen reported that, with her upcoming departure, ERRP has budgeted for a new executive director
and additional staff. The budget also includes a potential events coordinator position to oversee the
Farmers Market and Artscape programs.
c. Playground Project
Karen reported that she met with Brad Adamovich and Mike Sanborn regarding installation of
playground equipment delivered in the spring.
The remaining approximately $48,000 in project costs includes the poured rubber surface at the
Riverview Park playground and the newest playground equipment at Gremban Park. Once the final
Phase 2 equipment is installed, including the WeeSaw seesaw and three drums, ERRP can conduct
a fundraising campaign to secure the remaining funding.
d. Farmers Market Shed
Karen reported that nearly all work on the Farmers Market shed is complete. Remaining items
include the awnings and City of Eagle River sign on the front of the building, as well as a sign on the
north side featuring the Farmers Market logo, shed builders, and the Promotion, Tourism &
Development Grant logo.
e. Square Fundraising
Robin Ginner noted that the budget included a $5,000 City contribution to the square fundraising
effort, which had been eliminated from the City's budget several years ago.
Karen explained that the square fundraising committee has received $9,000 from Rotary, with an
anticipated annual $5,000 pledge; a private donor has pledged $10,000 annually; ERRP has
budgeted $5,000 annually; and the Chamber has pledged $5,000 annually. The committee is also
seeking $1,000 annual contributions from eight area lenders and requested a $5,000 annual
contribution from the City.
Mayor Brown stated that the City is not able to provide the requested $5,000 contribution, noting
that the City is already contributing the land.
Glenn asked whether downtown businesses were being approached for contributions. Karen stated
that the committee is contacting area businesses as part of its fundraising efforts.
f. Financial Review
Robin questioned the significant increase in the financial review budget line.
Karen explained that the increased WEDC grant activity will require ERRP to obtain a professional
financial review and possibly an audit. She noted that previous accounting firms had indicated
ERRP was too small to require an audit, but the organization's 2026 budget is expected to exceed
$300,000, with a significant portion funded through state grants that may require a professional
accounting opinion.
Karen recommended that the Impact Grant funds not be requested until January 2026 so that the
activity remains in the 2026 fiscal year and does not trigger an additional audit or financial review
requirement in 2025. If WEDC funds are received in 2025, ERRP may incur an estimated additional
$5,000 accounting expense in both 2025 and 2026.
Tom Stephens moved to approve the ERRP 2026 budget as presented. Katie Hayes seconded the
motion. The motion passed unanimously. The approved budget will be forwarded to the City
Council for consideration in October.
7. BID Board Term Renewals
Robin Ginner reported that Greg Hahn has resigned from the BID Board, creating one vacancy. Tom
Stephens' term is expiring, and he indicated that he would like to renew his appointment. Kristie
Barnekow's term is also expiring; she subsequently confirmed that she is interested in renewing her
appointment.
Potential candidates discussed for the remaining vacancy will be contacted regarding their interest, and
any recommended appointment will be forwarded to the Mayor for appointment at the next City Council
meeting.
Karen noted that the BID ordinance provides for a board consisting of five members and an appointed
chair, with a majority of the members required to own or occupy real property within the BID. Robin serves
as the appointed chair. Kristie is a tenant within the BID, while Tom, Katie, and Glenn are property and
business owners within the BID.
8. Open Discussion / Items for Future Agenda
Glenn Schiffman requested that the Board be provided with a plan for pursuing the addition of properties to
the BID and asked whether BID inclusion could be incorporated into future commercial annexations into
the City.
Karen explained that she is not an expert on BID annexations and that additional research would be
necessary. She recommended consulting City Attorney Steve Garbowicz, who was involved in the 2019
process that resulted in several properties being removed from the BID.
Karen also noted that obtaining support from property owners is recommended when adding properties to
the BID. She cautioned that reviewing properties for potential inclusion could also draw attention to
properties currently within the BID that may no longer be used for commercial purposes and could
potentially be removed.
Glenn requested an updated map of the BID. Karen displayed the current map and noted that it does not
show City boundaries.
The Board requested that, for next year:
• An updated BID map be prepared showing the City boundaries; and
• An updated spreadsheet of potential properties for inclusion in the BID be provided.
Karen also reviewed the Economic Vitality Committee's spreadsheet identifying potential properties for
addition to the BID. Some properties, including Ahlborn Equipment and Schilleman's bus company, were
not included on the spreadsheet. The Board requested that identifying and evaluating potential BID
properties be made a priority for the Economic Vitality Committee.
9. Next Meeting
The next BID Board meeting will be determined closer to the meeting date.
10. Adjournment
Tom Stephens moved to adjourn. Katie Hayes seconded the motion. The motion passed unanimously.
The meeting adjourned at 3:04 p.m.
