drainage issues in the restaurant. Plumber Pat Crum has been hired to repair as an emergency service
requirement. Ginner extended an apology for losing her temper at the 6/17/26 Special Meeting but remains
passionate about standing up against misinformation. Ginner also reported that the brick on the exterior of
the Depot building is falling off the wall and needs immediate repair. Ginner has requested multiple
estimates from masons. One mason returned an estimate of $13,360 with ability to start immediately. Other
masons still to supply estimates but have stated they could not get the project until 2027. Ginner will
continue to pursue contractors to bid. Motion by Washelesky, 2
nd by Schaffer to approve the hiring of a
masonry contractor to repair the brick at the Depot for an amount up to $13,360. Carried on a roll call vote,
all.
h) Planning Commission:
i) Conditional Use Permit - Continuation: Request by Amerco Real Estate Company/U-Haul for a conditional
use permit to construct four (4) self-storage units totaling 51,977 square feet at 1100 N. Railroad Street, Eagle
River, computer number 221-1019-06, in accordance with Chapter 106, Article VI, Division 7, Sec 106-473
Uses permitted by conditional grant, (8) Storage buildings not used for habitation – human or animal. Shawn
Odden was present as representative for U-Haul. Schaffer presented the Planning Commission
recommendation. Schaffer, as Council representative of the Planning Commission, presented a thorough
verbal summary of the May, June and July Planning Commission meetings and gave an extensive explanation
of Planning Commission recommendation of approval. Schaffer explained all conditions recommended in
detail. Discussion. Washelesky explained Act 67 and requirement to act only on substantial evidence and
factual information to decide issuance or denial. As an experienced engineer, Washelesky spoke on the
complexity of the plans presented by U-Haul and reported multiple errors and inaccuracies within the final 6-
30-2026 plans that were not corrected after notification to applicant. Discussion on inaccurate building floor
elevations that incorrectly show building slab elevation is 8’ below ground. The intended elevation is 3’ above
ground. Washelesky also discussed the impervious surface level calculating that the percentage is above the
zoning ordinance requirement, 106-267(c), that states the impervious surface can be no greater than 80
percent of the lot. The area used for water detention was not eligible to be included in the calculation for
pervious surfaces as standing water is expected. Discussion on concerns that multiple MSA recommendations
included in the MSA executive summary have not been addressed in presented plans and CUP recommended
conditions. Continued discussion on the presented stormwater plan and expected flooding possibilities at and
around the property, including effects of snow melt. Washelesky recited the City Zoning Ordinance 106-171
(c) providing standard for granting CUP: (c) Standards. No conditional use will be granted by the council or
recommended by the plan commission unless the use:(1) Addresses expected harmful project impacts. (2) Is
so designed, located and proposed to be operated that the public health, safety and welfare will be
protected. (3) Will not cause substantial injury to the value of other property in the neighborhood in which it
is located. Washelesky stated that all three listed standards for CUP denial are apparent. The flooding
concerns fall into standard (1) harmful impacts, and (2) public safety with probability of road flooding, and
standard (3) the negative property valuation to neighboring businesses as evidenced by realtor letters
provided by Bortolotti’s Cin Cin located at 1114 N Bluebird. Washelesky referenced a legal opinion dated July
1, 2026, given by city attorney Steven Garbowicz, that provided city guidance as to which of the presented
realtor letters could be considered in making a decision on injury to the value of other property in the
neighborhood in which project is located. Dumas stated flooding impacts are his biggest concern. Motion by
Washelesky, 2
nd by Dumas to deny a conditional use permit to Amerco Real Estate Company/U-Haul to
construct self-storage units at 1100 N Railroad for the following reasons: Over 80% impervious, project has
potential harmful impacts due to flooding, and this property substantially reduces the value of neighboring
properties. Carried on a roll call vote. Ayes: Washelesky, Dumas Nays: Schaffer
ii.) Conditional Use Permit: The Vilas County Fair Board has submitted a request for a conditional use permit
to allow camping by carnival workers at the Vilas County Fairgrounds during the County Fair, August 13-16,
2026, with additional shoulder dates as required for set-up/tear-down of the fair attractions. The Vilas County
Fairgrounds property, Parcel 221-182, 133 South Forrest Street, is described as Sect. 32, T40N,R10E, MILL LOT
1 COUNTY CLERK'S PLAT GOVT LOT 1 & PRT SE NE EXC 23-382,196-598,580174, 584885 RESOLUTION 441482.
Discussion. Motion by Schaffer, 2nd by Dumas to accept Planning Commission recommendation and approve a
Conditional Use Permit to The Vilas County Fair Board to allow camping by circus workers July 13-15, 2026, at
the Vilas County Fairgrounds property, Parcel 221-182, 133 South Forrest Street. Carried on a roll call vote, all.

2026 STREETS PROJECT (R00088144)
The project bid date was postponed allowing for coordination with Nicolet Bank and required DOT
notification procedures. Following a special Council meeting, the portion of the project related to DOT
notification was removed from the overall scope. With that revision, the shortened project is now
moving forward. This adjustment will not impact on the ability to complete construction during the
summer season. One bid was received and opened on Thursday, June 25, 2026. The Project was
then awarded at the meeting on July 14, 2026. Signed Notice to proceed was shared with contractor
on Monday July 27, 2026, and a preconstruction meeting will be scheduled with the City and the
contractor.
NON TID SERVICES 2025 (R00088145)
The Non TID services contract allows MSA to respond quickly to small engineering service requests
as they come up.
SILVER LAKE ROAD (R00088117)
• The project is substantially complete.
• Walkthrough for final punchlist items was completed on June 5, 2026. After compiling the punchlist,
it was sent to contractor to address these items.
• Contractor began addressing the final punch list items week of June 15th.
Replacement of cracked concrete panels are complete with touch up items pending . Included in
these items was the approved change to add rock along a portion of the north side of Silver Lake
Road near the east Sheridan intersection to protect the shoulder . This item will be addressed in
the final closeout change order for the project.
• Contractor plans to reseed and place erosion mat between Alley and N Dyer Park road along the
north side of the project.
• The contractor also plans to address settlement around some of the manholes along the project.
• MSA will monitor the grass growth before approving payment for the final retainage.
Currently the project is under budget with Change Order # 1 pushing the project costs to slightly above
the bid amount. Change Order #1 added drainage corrections near the end of Mc Faul Lane.
PROJECT UPDATE

PROJECT UPDATE City of Eagle River
July 14, 2026
Project Contractor: Pitlik and Wick
Bid amount $628,635.70
Project work completed to date $614,362.66
Change Order #1 completed to date $ 46,871.00
Pay Request #3 $173,005.44
Original Change Order #1 amount $ 52,936.00
The City of Eagle River was awarded a $320,971.32 MSID grant from WISDOT for the reconstruction
of Silver Lake Road from the intersection of Sheridan Street and Silver Lake Road to the City limits
(near the swimming beach). Our estimate at the time of the bid was $670,244. The planned project is
to include replacement of the pavement and provisions for a sidewalk on the south side of the project.
GIS UPDATE (R00088098)
The City upgraded their GIS apps in 2025 to the latest version of ESRI software called ArcGIS
Experience Builder. The City continues to utilize their GIS apps for viewing, tracking maintenance and
keeping inventory of City owned streets and utilities.
USER AGREEMENT WITH LANDFILL UPDATE (R00088141)
MSA will continue to facilitate User Agreement talks between the City of Eagle River and Highway G
Landfill. The discussions relating to updating the agreement have paused as the City is no longer
accepting the landfill’s leachate. Additional conversations are anticipated in the coming months. MSA
has also periodically shared information with the landfill and their engineer regarding leachate
pretreatment.
GENERAL WASTEWATER ASSISTANCE UPDATE (R00088143)
MSA has provided various technical assistance to the City of Eagle River in recent months.
• MSA recommended the City undertake influent sampling in efforts to gain a better understanding
of potential PFAS sources.
o MSA reviewed the May 2026 influent and effluent PFAS results and has been in
communication with the City.
o MSA reviewed the July 2026 influent and effluent PFAS results and has been in
communication with the City.
o The sample results show considerable variability. Additional sampling, as required by
DNR, may shed light on whether any trends are present and potential conclusions can be
drawn. The next round of sampling is scheduled for September or October.
• The current state of the industry is that PFAS compounds should be eliminated/treated at the
source(s) and not install treatment at municipal WWTFs.
• Long-term planning for solids handling and processing is recommended.
WDNR INTENT TO APPLY – CLEAN WATER FUND AND SAFE DRINKING WATER LOAN
PROGRAMS
An ITA was submitted for sewer lining that was part of the Spruce and Third Streets project . An ITA
does not obligate the City to proceed with a project. There is no fee for this service.
It is important to think about what possible projects could come up in the next year to apply for . This
should be looked at like a wish list . Funding changes will happen over the next year, and this is the
required first step in using DNR loan and grant programs.

RESOLUTION #1079
Report to the Eagle River City Council – End of July 2026
We had a very good July, although we experienced a major storm that caused fairly significant tree damage and
littered the entire property with fallen limbs and debris. The superintendent was forced to close the course for two days
to get the downed trees cleared and the debris picked up. Other than that, we have had a good number of 5-star
reviews on Google, lots of compliments on the condition of the course, and plenty of happy guests in general.
The storm also tore through many of the tarps we are using on the side of the cart barn. They look terrible and need to
be replaced. Better yet, we should follow through with our plans to put wooden panels up on that southern side of the
barn. The barn also needs to be repainted.
Another project that is desperately needed is painting yellow parking lines on the asphalt. It is almost completely worn
away in many places, and the public is often commenting on how difficult it is to park where they are supposed to. In
truth, the entire lot should be resurfaced first, but if we can’t do that, we should get some lines painted.

Tyler,
We will need to purchase all new Windows operating system licenses for all your PD machines; my understanding is that is 5. Also, we will need one
Profile Migration license for each user we have to move over from Vilas, again, my notes state 5, I did put 8 in the quote because we do have to have
licenses for the users that have left, like Chris that still need to be moved.. The SharePoint licenses are based on 50GB's of data to migrate, from the
notes that I see, I don't believe you are using this but it is very inexpensive and I would like to have some on hand in case we do find someone is
using SharePoint from Teams or in some other fashion nobody knows about.
If you have any questions, please call.

Tyler,
I have quoted out 17 drops, as you and I counted them the day I was up there. I quoted a reduced price on the drops, we normally quote between
$275 and $325 per drop, based on the challenges with wiring a couple runs for Robin and a couple for Mike at Water and Light, we would normally
have leaned towards the higher number (you guys have brick walls EVERYWHERE! :-)
The per diem is our daily travel expenses, gas up there, and then cost of hotel and food. I have quoted this so we will drive up early day one, start
work between 9 and 10 am, work until 5 pm, stay up there that night and the following night. Working all of day two, and until job is done on day 3.
If you have any questions, please give me a call.

City Administrator’s Report
August 12, 2026
Submitted by Robin Ginner
Admin/General
Depot Brick Repairs – We opted to go with the initial bid received from the mason in July.
Despite trying to get quotes from two other masons, I have yet to receive anything. So, we
went with the bid I received (which was approved in July), and the crew began on Wednesday,
August 12. The work is anticipated to take 5-7 days.
July 27th Storm Damage – Becky is spearheading a FEMA application to reimburse the city for
expenses for clean -up that may not be paid by our insurance company. Expenses will be
submitted from the Light & Water Utility, Department of Public Works and the Golf Course.
Brad and I have been obtaining quotes for repairs to the salt shed doors, bathroom at
Riverview Park and the fencing at the Pickleball Courts.
IT/Phones/Internet – I believe (I hope!!!) that we’ve finally gotten the Frontier billing
straightened out. It’s been quite a mess. I think, otherwise, the service has been good , thus
far, after we got any final snafus addressed.
Becky has reported that we’re having issues with our nightly back-ups. She’s been in touch
with IT Strategies who is working on a solution.
IT Strategies is currently working with the PD on their transition. I have quotes for the work
in the packet for review and approval.
We still have not received any information on the Cybersecurity Grant. Notifications were
supposed to come out in April. I’ve been trying to get in touch with them about the status, but
the only contact information on the grant site is an email address – and I’m getting no response
(I’ve looked repeatedly, and there are no phone numbers . Just a generic email address). I’ve
also reached out to the League to see if they can help. The problem is that a big part of the PD
IT upgrade and transition expense is on the grant application. And they’re now 4 months past
due on notification. I’m worried the expenses won’t be covered because they’re not
responding on the award notification ! We can’t move forward with spending money that I
applied for until the grant is finalized. And we’re running out of time!
Departments /Committees/Commissions
Planning Commission – The Planning Commission did meet in August, but the three items on
the agenda have been tabled until September to give staff and the applicants additional time
to gather information. In addition to the three items from August, the Commission will also be
considering a change to the zoning code to make storage facilities a use by conditional grant
only in the Industrial zoning district.
Police Department – I believe we’ve finished the negotiations for the 2027-2029 Police Union
Contract. Before we bring it to the Council in September, I would like Steve Garbowicz to look
2 | Page
at the document one last time. He’s currently on vacation and will n ot be back until after the
August meeting. We have time, so we will address this in September.
Public Works – We’ve had two DPW employees either working on light duty, or off altogether,
in the past couple of weeks. One had an on-the-job injury, the other had a medical emergency.
The crew is holding its own. One employee will be back in late August on light duty, the other
we are waiting to see what will be required to repair the injury sustained on the job.
DPW report on the previous month’s activities attached to this report (Appendix A)
2026 Projects
City Attorney – Becky asked me to take on the City Attorney appointment project. I’v e
prepared a series of documents, including scope of services, request for qualifications, and a
document detailing the selection process. I’v e asked the mayor to review the
documents before I reach out to the recommended attorney to ask him for information about
himself, the firm and any other attorneys that may be involved in City business. Once the
mayor has had a chance to review, I will reach out to the attorney to gather the
information and set up a meeting between the City Council and the recommended
attorney ahead of moving forward on any appointments.
Hwy 45 Xing – Because of the dramatically higher bid received for this crossing project, Great
Headwaters Trail Foundation, in conjunction with ER Revitalization, will be doing the project in
phases. They are working on an amendment to the DOT permits to allow for the work to
be done over a longer period. We met the other day to finalize the placement for the map
kiosk and identify what we should have on the maps which will highlight snowmobile trails,
ATV/UTV trails, bicycling trails and the downtown bu siness district. The group will be
purchasing equipment for the project in 2026 to satisfy the Vibrant Spaces grant
and will plan installation beginning in 2027. (See Appendix B)
Dog Park – We still have additional properties to consider beyond Gremban Park. I’ve included
drawings of the other potential locations in the packet for review.
Brad is also putting together a summary of the additional costs associated with
hauling snow to the various alternative locations. This will allow us to better estimate the
ongoing expenses that would be borne by taxpayers if the dog park were located behind City
Hall.
I’ve also heard from several potential community partners regarding alternative locations.
Th •ese i Fncluern Sde: treet and South Railroad Street: Trackside owns the property at this location and
has indicated a willingness to consider a property trade.
• Former U-Haul property: A group is exploring the purchase of the property previously
considered by U-Haul for a combination Veterans Memorial and dog park.
• Minnesota Street Park: We are considering a potential division of the property, with
the existing playground retained and a new dog park developed on the remaining
portion.
3 | Page
• City-owned property on Fern Street: This is another location we are evaluating as a
potential dog park site.
The goal is to evaluate all reasonable options, including the additional snow-removal
expenses and potential opportunities to partner with community groups . Gremban Park
remains the least desirable location for city staff.
2026 Street Project – We are waiting on Pitlik to see if they can move up their mobilization.
The chipsealing shouldn’t take place after early September, and I believe our late bidding on
the 2026 projects ma y affect the timing of getting some of the projects completed in this
construction season. MSA will have a scheduling update at the Council meeting.
Safe Streets 4 All Grant – Still no word on our agreement for this project. My understanding is
that it has to go through Washington D C for approval before being returned to the
municipality. My initial concern is that dates had to be put in the agreement (which we had to
draft per a template), and those dates are no longer valid because of the long de. I tried, once
again, to reach out to my point of contact for this grant but have not received a reply.

ATTEST:
Becky Bolte, Clerk Date
Option#1: We discovered that the City owns a 1.7 acre parcel at the end of Railroad Street on Fern
Street. The area would require some fill in one lower lying area, which DPW has informed me is available
in their yard. This area will provide a large dog park with two areas (small & large dog areas), and plenty of
room for parking. A sand point hand-pump well can be installed to provide water for dogs. With the area
being away from other parks and traffic, we may not need the coyote rollers, leaving more funding for the
fencing and well. This will retain the field behind City Hall for the Lions future plans, the little league t-ball
group that uses the backstop, and snow storage in the winter, plus all of the other activities and usage the
field sees throughout the summer months.
Dog Park - Alternative Locations
Option#2: Push the dog park back to the skating rink area and create two areas (small & large dog
areas). Move skating rink to Silver Lake Beach. This will retain the field behind City Hall for the Lions
future plans, the little league t-ball group that uses the backstop, and snow storage in the winter, plus all
of the other activities and usage the field sees throughout the summer months
Option#3: Miller Park on Minnesota Street is going to require some investment in the coming years on
the aging playground equipment. There is enough space back there to move the playground equipment
over and re-design the remaining .75 acres to put in two areas (small and large dogs). This will retain the
field behind City Hall for the Lions future plans, the little league t-ball group that uses the backstop, and
snow storage in the winter, plus all of the other activities and usage the field sees throughout the summer
months
Option #4 – This property is owned by Trackside. The owners would be willing to trade the City for the
section of frontage (they currently rent from the City), in exchange for a one-acre parcel and naming
rights on the dog park. This will retain the field behind City Hall for the Lions future plans, the little league
t-ball group that uses the backstop, and snow storage in the winter, plus all of the other activities and
usage the field sees throughout the summer months
Option #5 – Indiana Street. The neighboring parcel to the north is also owned by the City, which could
expand the available property to 1.62 acres; however , the attorney at Aspirus that I was working with to
remove the deed restriction is no longer with Aspirus, and I’m trying to re-establish a connection with
their legal department. This will retain the field behind City Hall for the Lions future plans, the little league
t-ball group that uses the backstop, and snow storage in the winter, plus all of the other activities and
usage the field sees throughout the summer months
Option #6: Request a portion of Riverside Park to be used as a joint effort between Vilas County and
Eagle River to be used as a dog park. This option will be brought up to the Vilas County Fairgrounds and
Riverside Park Complex Committee.
Reduction of snow capacity behind City Hall - Financial and service impact on DPW snow removal

Alterative option: Hire additional outside trucks @ $140-$160 per hour. Each 6" Pickup would be approx. $1,000 per truck = $15,000 +/- per truck/year
Other considerations:
More Wear, Tear, Deterioration on machines
More fatigue for employees
Lowered safety due to increased crossing/driving on busy streets
Delayed clearing of roads resulting in more disgruntled citizens
Math used to calculate:
Fuel Costs: Estimated at $150 per additional hour for 6 machines used for pickup (3 dump trucks, blower, loader, and grader)
1/3 of our snow loads go to City Hall field. Potential 50% reduction of capacity from dog park and inevitable park expansion
4" pickup = 120 truck loads total. Divided by 1/3 = 40 loads to city hall.
50% reduction of capacity means 20 loads will need to go 6 minutes round trip further = 120 additional minutes
6" pickup = 180 truck loads total. Divided by 1/3 = 60 loads to city hall.
50% reduction of capacity means 30 loads will need to go 6 minutes round trip further = 180 additional minutes
8" pickup = 240 truck loads total. Divided by 1/3 = 80 loads to city hall.
50% reduction of capacity means 40 loads will need to go 6 minutes round trip further = 240 additional minutes
10" pickup = 300 truck loads total. Divided by 1/3 = 100 loads to city hall.
50% reduction of capacity means 50 loads will need to go 6 minutes round trip further = 300 additional minutes
12" pickup = 360 truck loads total. Divided by 1/3 = 120 loads to city hall.
50% reduction of capacity means 60 loads will need to go 6 minutes round trip further = 360 additional minutes
*Wage ranges are based on employee average of regular rate and OT rate-including fringe benefits. Each pickup typically includes a mix of both types of wages
DPW input regarding implications and considerations for dog park location behind City Hall:
• DPW currently uses 3 privately owned dump sites. Behind Trigs, Visner Parking Lot, and
Track Side Lot. What if we lose any of these lots due to sale, construction, or just non -
renewal of permission to dump snow on these lots. The city does not have any ad ditional
cleared lots for snow removal. Where will we make up the additional snow dumping area?
• Early winter and late winter, we need hard surfaces to dump snow as the ground
is soft and we sink and get stuck on soft surfaces. We need the ability to dump snow on
the asphalt driveway off 3 rd street as well as the graveled roadbed along the tree line of
Silver Lake Rd.
• Financial and safety considerations if we need to haul further to other dump sites:
o More OT, more fuel, more wear/tear on trucks, longer hours for DPW. Depending
on the added distance, this could add several hours to each pick up. This is a safety
hazard as DPW staff already works extensive hours for any snowfall. Additionally,
this would reduce the turn time for making all roads safe for the community
during winter.
o FYI, currently an 8” snowfall takes 8 -10 hours to pick up (200-250 truckloads of
snow); this doesn’t include outline plowing which is usually another 6 -8 hours after
pickup. Adding further distance to a dump site will result in additional time needed to
haul each load, resulting in additional time needed to pick up or additional hiring
of dump trucks needed to haul.
o To push the snow up higher, to create more space to accommodate the dog park, a
new piece of equipment would be required. The crew pushes the snow up as high as
possible with existing equipment.
• Approximately 1/3 of our loads get dumped behind City Hall (67-84 loads per 8” snowfall)
• If an alternate dump site takes 4 minutes longer per round trip that is an increase of an
average of 4.5 to 5.5 additional hours added to just the pick up portion of our job. This
would delay additional outline plowing by that time as well, further fatigue of workers and
drastically increase the risk of accidents occurring.
• This could be mitigated by hiring outside truck drivers, however that would be at a
substantial additional cost to the City.
• Safety considerations for alternate snow sites: Crossing Pine Street or Bridge Street is
significantly more dangerous for truck drivers who have limited visibility after being loaded
with snow.
• Safety consideration: Proximity to children’s park and loose dogs & wandering children
to the dog area (fingers through fence).
