Airport Commission Meeting — Minutes

Minutes of LOL Airport Commission Sept 10, 2026 Meeting call to order 5:30 PM at Land O’Lakes FBO Chair Joe Garvin called mgt to order. In attendance Chair Joe Garvin, Fred Prehn, John Voss, Jim Stops. Absent Dan Wait. No public. Meeting was properly posted. Motion to accept the agenda as posted Voss/Stops 4-0 passed Minutes open session and closed session Sept 1, 2026, were discussed. Stops/Voss moved to accept and release all minutes to public. 4-0 passed Budget workshop started. It was decided that Voss would be reassured of commission to work with finished budget and work with new manager as this transition occur. Prehn will help too. Motion Prehn/Stops passed 4-0 We reviewed passed budgets, and with poor, if any actuals, expense 2026 mirrored to 2026 vs 2027 budget was difficult. To start process a new 0 based budget was built on best info available. We know budgets for many years had little if any increases. Serious issues have been addressed now that the commissioners have spent the last 3 weeks cleaning, investigating current condition of hanger, FBO, equipment maintenance, hanger door not serviced as far as we know. No maintance manuals were discovered, or equipment service documentation etc. It was confusing FAA commitments paid vs unpaid. State violation of tree clearance, along with fire code violations and roof on hanger leaking totaled a large deficit in yearly projections. It was decided to put together a yearly budget (with areas yet to be filled in) for “normal” operations and a separate list for larger deferred items. This will be a separate town board request for catch up 2027 and again will be in 2028 as we feel the additional request is too much for town in one year. The amount estimates are yet to be decided upon. We did, however, discuss some quotes on electrical, roof repair and crack sealing. Windows and tree cutting upon other items are being worked on. The number 50K was tossed around as a 2027-line item. Motion Voss/Stops to accept crack sealing estimate and enter into verbal contract with Pitlik for crack sealing to get on their fall 2026 schedule Passed 4-0 Excel sheets were created, and areas that needed to be better understood highlighted. No public input at this time as no one was there. Meeting in early October will be needed as we fill in blanks and more importantly sit down with new manager after he starts Sept 21, 2026. We will present to town a yearly budget request and a deferred item request. Together the total will be 2027 request.
