Old Business: ● Review budget for monthly loan payment. The 2026 budget was reviewed to decide whether the monthly loan payment on the water tower project should be increased beyond the minimum payment due monthly in accordance with the loan agreement. Upon review of the budget, the Land O’ Lakes Sanitary District #1 Minutes of Meeting September 8, 2026 Sanitary District board has decided to remain paying the minimum monthly payment in accordance with the loan agreement for the remainder of 2026. The board will revisit this discussion during 2027 budget planning. New Business: ● PSC Simplified Rate Case (SRC) . On July 15, 2026, the Land O’ Lakes Sanitary District #1 received notification from the Public Service Commission of Wisconsin (PSC). The PSC establishes customer rates and tariffs as well as monitors the financial integrity of water utilities. This year, PSC staff reviewed the rate case history of water utilities using data from the water tariff database and PSC Annual Reports, filed by all water utilities, to identify utilities that are eligible for a Simplified Rate Case (SRC). An SRC is a streamlined process for adjusting water rates that is available to municipal water systems that meet specific criteria. Eligibility is assessed based on historical and current financial criteria, including rate case frequency and the PSC’s current benchmark rate of return. The current rate increase factor is 3%. What this means is currently the sanitary district meets the eligibility requirements to apply for an SRC until February of 2027 when the PSC staff determines a new rate increase factor. By applying for an SRC, this guarantees a small rate increase (3%) for customers vs allowing the PSC to determine an unknown increase percentage based on their criteria that the sanitary district will have no choice but to implement. The sanitary district board has determined that it is in the best interest of the community to go forward with the application process for an SRC. Mike McAdams made a motion to begin the application process with the Public Service Commission of Wisconsin for a Simplified Rate Case with a 3% rate increase, second by Kevin Konnow. Vote 3-0. Motion carried. Casey will begin the application process with the PSC. Notification will be sent to all customers within the Land O’ Lakes Sanitary District upon verification of implementation dates. Consumer Issues: ● There are no known consumer issues at this time. Public Input : ● There was no public input at this time. Next Meeting Date: Tuesday, October 13, 2026, at 10:00 am. Kevin Konnow made a motion to adjourn the meeting at 10:53 am, second by Mike McAdams. Vote 3-0. Motion carried. Minutes respectfully submitted by Melissa Spiotto.
