Open issues a) Update Town Website Lynn Jolin reported that the town has been working with Town Web Design since 2012 and it's time for another upgrade. The new website will maintain features like news and notices, emergency alerts through Hey 311 for reporting issues like downed trees or missing stop signs, and online payment capabilities through HeyGov for licenses and permits. The website will continue to allow online reservations for the pavilion, town hall, and snowflake facilities. The company provides excellent customer service, typically completing requests by the end of the day they're submitted. The upgrade will include merging all current content onto the new platform. The website will maintain unlimited department pages and minute/agenda categories, archiving older materials as necessary. The company also handles the town's .gov domain and email addresses. The annual fee is $2,688, which Jolin noted is essentially the same as current costs and will remain stable for three years. Board members discussed how this compares favorably to website costs and noted the digital solutions are well-utilized by residents, particularly for tax payments and license applications. Motion: Dan Balog moved to approve the website upgrade. Kevin Konnow seconded the motion. Motion carried unanimously. b) Library Programs & Activities Bob Hughes, library board president reported on recent successful events, including a bar cooking contest in March with eight entries where a pistachio bar won. April programming includes an Easter Bunny Reads event on April 4th from 10:30 AM to 12:00 PM, where children select stuffed bunnies to read to and learn proper pet care from a veterinarian, along with games and crafts. A puzzle challenge is scheduled for April 13th at 4:30 PM with room for four more teams. The library will show the movie "Song Sung Blue" about a Neil Diamond tribute band from Milwaukee on April 16th at 1:00 PM and 6:30 PM. All library events and programs are free and open to the public. c) Land O' Lakes Shooting Range Chairman Balog reported that Lonnie and Laura are retiring from managing the shooting range. He noted that Lonnie had significantly improved the facility from its previous condition and that all volunteers had donated their time. The shooting range typically operates from May 1st to December 1st. The board discussed the need to find new management and agreed to post the opportunity on the website and in the newspaper. d) Appoint Plan Commission Members Lynn Jolin reported that Barbara Nehrings term is up and there are three vacancies on the planning commission. Chairman Balog stated he had spoken to one individual about serving and planned to provide them with information about the commission's role and responsibilities before they made a final decision. The board discussed that at least four people are needed for a quorum, which is currently problematic. Chairman Balog considered appointing himself to the commission temporarily but expressed concern about potential conflicts of interest. Chairman Balog planned to contact the Wisconsin Town Association attorneys for guidance on whether there would be any legal issues with him serving on the plan commission. Kevin Konnow confirmed that Karl serves as plan commission chairman through 2028, so Chairman Balog would serve as a regular member if appointed. VIII. New business a) Resolution 2026-01 Supporting a Comprehensive Transportation Funding Solution Lynn Jolin explained that this resolution was sent by the Vilas County unit of the Wisconsin Towns Association, requesting all town boards to adopt it in support of finding state solutions for transportation funding. The resolution would be sent to the governor and state representatives to encourage them to work toward solutions, as towns are struggling financially with transportation costs. Chairman Balog expressed support for getting this done, and Kevin Konnow indicated he plans to attend related meetings on April 18th in Conover and May 20th in Wausau. Motion: Dan Balog moved to adopt Resolution 2026-01 Supporting a Comprehensive Transportation Funding Solution. Kevin Konnow seconded the motion. Motion carried unanimously. b) Resolution 2026-02 To Make Improvements to Tower Lake Road Lynn Jolin reported that she had provided the DNR with the map and project questionnaire and received approval to proceed with a resolution similar to the one previously adopted for Jute Lake Road. Public Input- Limited to Items on the Agenda A member of the public asked about the source of the $150,000 for Tower Lake Road, and Lynn Jolin confirmed it comes from the DNR in the form of a grant. The same person asked about the agenda for the annual town meeting.
