Land O’ Lakes Sanitary District #1 Minutes of Meeting December 10, 2025 The meeting was called to order at 10:02 am by Chairman, Kevin Konnow. Proper notice of the meeting was given. In attendance were Kevin Konnow-Chairman, Mike McAdams-Treasurer, Melissa Spiotto-Secretary, Chad Lederer-Operator and Casey Vold-Sanitary Clerk/Assistant Operator. Minutes of the previous meeting(s) (November 11, 2025 & Budget Hearing/Meeting) were reviewed. Mike McAdams made a motion to accept the November 11, 2025, minutes, second by Kevin Konnow. Vote 3-0. Motion carried. Kevin Konnow made a motion to accept the November 11, 2025, Budget Hearing/Meeting minutes, second by Melissa Spiotto. Vote 3-0. Motion carried. Mike McAdams presented the Treasurer’s Report. Melissa Spiotto made a motion to accept the Treasurer's Report, second by Kevin Konnow. Vote 3-0. Motion carried. Casey Vold presented the Office Report. Board reviewed Office Report. Meters were read December 1, 2025. Statements were sent out December 1, 2025. Meters will be read again December 30, 2025. The checking account and one savings account were reconciled on December 1, 2025. The remaining savings accounts were reconciled on December 3, 2025. Payment was made to Ellsworth Heating for 50% down on the furnace for the WWTF on November 24, 2025, in the amount of $1,900.00. The remaining balance was paid on December 10, 2025, in the amount of $1,900.00. The first draft of the updated Wellhead Protection Plan was received on November 25, 2025. A meeting is set up with the WRWA representative on December 15, 2025, to review the updated plan prior to submission to the DNR. The USDA approved the 2026 budget and account balances as adequate to meet the obligations of the loan agreements on December 8, 2025. Payment was made to WorkHorse Software Services for the 2026 support fees on December 8, 2025, in the amount of $1,450.00. Received the audit request list from KerberRose for the 2025 financial audit on December 9, 2025. Uploading the requested documents will begin at the beginning of January 2026. Uploads need to be complete by March 23, 2026. Chad Lederer presented the Operator’s Report. Board reviewed Operator’s Report. A new meter was installed at 4533 Evergreen Dr. This is a new connection to an existing building. Two meters were given to the owners of The Lost Sock Laundry. They are separating the two apartments from the laundromat. The owners will contact the Sanitary District when a licensed plumber installs them so endpoints can be installed. The furnace at the WWTF is being replaced on December 10, 2025. An existing customer has had problems with his water lines freezing every winter. He has requested the Sanitary District look at his curbstop in the spring to ensure that it is deep enough in the ground. All reports have been completed on time and copies filed in the office. Old Business: ● Ordinance Update. Adopt Private Well Abandonment and Well Operation Permit Ordinance . Kevin Konnow made a motion to adopt Ordinance No. 2025-01, Private Well Abandonment and Well Operation Permit , second by Melissa Spiotto. Vote 3-0. Motion carried. The ordinance will move to be formally adopted by the Land O’ Lakes Town Board on December 17, 2025. Upon adoption, the ordinance will become effective as of the date of publication. A copy of the updated ordinance will be mailed to all Sanitary District customers. Land O’ Lakes Sanitary District #1 Minutes of Meeting December 10, 2025 New Business: ● The Sanitary District staff and board members, along with a guest of each’s choosing, will have a Christmas party on January 14, 2026. This will be held at the Bear Trap in Land O’ Lakes. Consumer Issues: ● There are no known consumer issues at this time. Public Input : ● There was no public input at this time.
