The Sanitary District staff and board members spent a significant amount of time reviewing the current Well Abandonment and Well Operation Permit Ordinance at the October 2, 2025, meeting. The DNR requires specific verbiage to be included in this ordinance. Due to this requirement, the board has decided to completely update the existing ordinance to cover all DNR mandated verbiage and regulations as well as the sections that specifically apply to the District’s existing regulations. By updating these sections, it will make the verbiage better for consumer understanding. Based on notes taken during the review and discussion at the October 2, 2025, meeting, Casey Vold has written an initial rough draft and presented it to the board at today’s regularly scheduled meeting. The District board and staff reviewed the Ordinance draft. Kevin Konnow made a motion to accept the Ordinance draft, second by Mike McAdams. Vote 2-0. Motion carried. Upon Sanitary District Board approval, the draft will move forward to the Land O’ Lakes Town Board for approval. Casey Vold will speak with the Town Clerk to have the Sanitary District added to the Town Board Meeting Agenda to discuss the Ordinance and gain Town approval. Once the Ordinance draft has been approved by both local governments, it will be sent to the WDNR for approval. Upon receiving approval from all three entities, the amended Ordinance will be available for public viewing and formally adopted by the Land O’ Lakes Sanitary District #1. New Business: ● There is no new business to discuss at this time. Consumer Issues: ● There are no known consumer issues at this time. Public Input : ● Questions were asked regarding who has antennas on the water tower and if those entities are being charged enough in rental fees to cover the energy costs. At this time, the Sanitary District staff is working with the WRWA to break down the energy cost of each item used. Once there is a firm distinction between operational energy use costs and additional radio energy use costs, it will be determined as to whether the rental charges for each entity are appropriate or if they need to be increased. ● It has been requested that a copy of the amended Well Abandonment and Well Operation Permit Ordinance be mailed to each customer in the Land O’ Lakes Sanitary District upon formal adoption. ● Questions were asked on whether the Sanitary District is still treating the water with Fluoride. At this time, the Sanitary District is still treating the water in the distribution system with Fluoride. In 2026, the Sanitary District Board will draft a mailing to the customers within the District to gain perspective on what percentage of the customers would like to continue to treat with Fluoride and what percentage would like to discontinue the use of Fluoride in the treatment system. ● It has been requested that the Sanitary District obtain proof of private septic system inspections that are in or near the Sanitary District boundaries. ● The use of Well #2 was questioned. At this time, the Sanitary District staff is completing the mandated and/or immediately necessary updates to equipment to keep both the water distribution Land O’ Lakes Sanitary District #1 Minutes of Meeting November 11, 2025 system and sanitary sewer system working effectively and efficiently. Once these updates are complete, the Sanitary District staff will begin implementing various filtration systems that will eliminate the “sulfur smell” that is associated with the water produced from Well #2. Next Meeting Date: Tuesday, December 9, 2025 at 10:00 am. Kevin Konnow made a motion to adjourn the meeting at 11:05 am, second by Mike McAdams. Vote 2-0. Motion carried.
