Verification of Public Notice by Town Board: Deputy Clerk/Treasurer Ray verified the agenda was posted at the Phelps Town Hall/Community Center, Phelps Post Office, Phelps Convenience Center, Town Website, and emailed to the Vilas County News Review May 11, 2026. 5. Correspondence and Communications: None 6. Reports a. Chairman Report: Chairman Doyen stated he didn’t have much to report other than the progress being made on the two projects. The Board just had a meeting at the last hour regarding concerns of wake surfing on our lakes. We will be moving forward with some sort of action. Doyen stated he received a letter from Gene Hojan stating due to health concerns and recommendation from his doctor he is resigning immediately from the CDA Commission, the Planning & Development Commission, the Fire Tower project, the Rifle Range project and the Veterans Memorial project. He will c ontinue with the DPW project and the Community Center project until completion this year. He thanked the Board for their support over the last 10 years. b. Town Board Supervisors Reports: Supervisor Robinson reported on the Community Development Authority and stated because Mak was elected to the Town Board it caused the CDA to end up with three Town Board Members where there should only be two. Maureen announced for that reason she is stepping down as a CDA member. Mak’s term will need to be renewed, and she will remain the President, Jean Petrick will be the Vice President and Stephanie Sorn will be the Secretary. Robinson said she will most likely attend meetings from time to time be she will not be a voting member of the commiss ion. Now that Gene Hojan resigned the CDA has two “Members at Large” vacancies. Gene was also the appointee for the Planning and Development Commission so the CDA will have to figure something out. So, at least, in the short term we have addressed the State Statute compliance by only having 2 town board members on the CDA. The CDA will just need to get more Members at Large however, Maureen believes the CDA can function with the membership they currently have. Maureen will send an email to Sheryl stating her official resignation for the file. c. Department/Committee Reports: Pauleyn Ny strom, Pres ident of the Phelps Museum announced they will be holding an Open House after the Memorial Day Service on Monday, May 25, 2026, beginning at 1:00 p.m. This k icks off our fundraising events so there will be basket raffles. We will be serving a light lunch and refreshments until 3:00 pm. This year the museum is concentrating on the 250-year anniversary of America with beautiful displays of the military branches. Also new this year, the museum will be hosting a Traveling Veterans Wall Display from July 4th – July 11th. The museum will have special hours during this time. d. EMS/Fire Department Reports: EMS Director, Carole Selin submitted her report since she was unable to attend. Discussion/Action on approving driveway permit submitted by Rick Johnson for a 3 rd driveway entrance at 2896 Carroll Place for access to a proposed new garage/storage building: Josh Hedberg stated that with the way that the Driveway Ordinance reads, this is a decision the Board must make. It would be a variance to our Ordinance which only allows one (1) driveway access. Josh stated this is a reasonable request because there is no other place for a garage due to the slopes and elevation changes. Jeremy Ryan asked Josh about the snowplowing at this cul -de-sac. Josh stated he does push the snow right where Johnson is proposing the driveway, but Josh stated he did talk to the owner about this and the owner stated he doesn’t care because he does not come up in the winter. Doyen asked if there was enough area to push the snow off to the side of the proposed driveway on Johnson’s property? Josh stated there may be enough area to push the snow off to the side, but remember, we are using plow trucks, so we only have t he ability to make one sweeping movement. This isn’t a back-and-forth movement like a pickup truck. Josh stated the left side of the cul-de-sac is an embankment, so we have no place for the snow on that side. Ryan stated he would be concerned in the future if Johnson sells and the new owner may want to use this as a year-round dwelling. The condition of the approval doesn’t ensure it will be disclosed to a new buyer. Motion by Ryan to approve a variance for the driveway permit for Rick Johnson for a 3 rd driveway entrance at 2896 Carroll Place with the understanding that snow will continue to be plowed in the area in front of the garage.
