Annual Town Elector Meeting Minutes Town of Phelps, Vilas County, WI April 21, 2026, 7:00 p.m. Phelps School Commons, 4451 Old School Road, Phelps, WI Present: Town Chairman - Steve Doyen; Town Supervisors – Mary Ann (Mak) Holcomb, Maureen Robinson, Jeremy Ryan and Steve Waier; Town Clerk/Treasurer – Sheryl J Ward; Deputy Clerk/Treasurer – Kathleen R Ray; 13 interested persons. 1. Call to Order – The Annual Meeting of the Electors was called to order by Steve Doyen at 7 p.m. 2. Ve rification of Public Notice – Per Deputy Clerk, this agenda was posted at the Phelps Town Hall, Phelps Post Office, Phelps Convenience Center; Published to the Town Website; and emailed to the Vilas County News Review on April 16, 2026. 3. Pl edge of Allegiance – Recited. 4. Ap prove Minutes from the Previous Annual Meeting April 15, 2025 – Motion by Josh Hedberg to approve the 2025 Minutes as presented. Second by Pauleyn Nystrom . All Electors in attendance voting aye. Motion carried. 5. Co rrespondence and Communications – Chairman Doyen communicated an update on the on-going litigation with TomCat Holdings and stated the briefings for the current appeal for a new trial by TomCat Holdings is complete and now we are waiting for the Court of Appeals written decision. This could likely take 1 – 1.5 years for this decision. 6. Ph elps Museum Presentation – Dick Ryan presented the Phelps Museums plan for a $1.5 million addition to the existing building. He stated the Museum would also like to give a presentation at the May RTBM. Receiving donations will begin at the Museum’s Open House event on Memorial Day and continue until the entire $1.5 million has been raised. Construction will begin after the funds have been raised. 7. Di scuss Any Other Business Over Which the Town Meeting Has Jurisdiction – None. 8. Publ ic Comment – Pauleyn Nystrom thanked Dave Selby for his time on the Town Board. Chairman Doyen also personally thanked Dave for all his hard work. Chairman Doyen officially welcomed Mary Ann (Mak) Holcomb to the Board. 9. Set Next Annual Meeting Date – The next Annual Meeting date is set for Tuesday, of April 20, 2027 10.
