Town of Phelps Special Town Board Meeting Minutes Thursday, November 6, 2025 Phelps Town Hall Page 1 of 1 Present: Town Board Chairman Steve Doyen, Town Board Supervisors – , Jeremy Ryan, Dave Selby, Maureen Robinson and Steve Waier. Others Present: Deputy Clerk/Treasurer – Kathleen R Ray. 1. Call Meeting to Order: Chairman Doyen called the meeting to order at 10:00 a.m. 2. Roll Call/Quorum Call: A quorum of board members was present. 3. Verification of Public Notice by Town Board: Deputy Clerk/Treasurer Ray verified this agenda was posted at the Phelps Town Hall/Community Center, Phelps Post Office, Phelps Convenience Center, Town Website, and emailed to the Vilas County News Review on November 4, 2025. 4. Correspondence and Communications: Supervisor/Fire Chief Ryan stated a donor is working with the Fire Department to provide Thanksgiving meals. During the last windstorm a tree fell on Fire Station 2 so we are in the process of estimating the damage, it doesn’t appear to be significant. Doyen stated to take pictures before you do any repair work. Chief Ryan also stated he met with the Alvin Fire Department regarding Phelps providing Fire service and basically they want Phelps to provide the service for $5,000. Discussion/Action on the Following Agenda Items: 5. Move into closed session Pursuant to Wis. State Statutes 19.85(1)(c) for purposes of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Regarding Employee Health Insurance and Wages for 2026 Motion by Waier at 10:03 a.m. to move into closed session Pursuant to Wis. State Statutes 19.85(1)(c) for purposes of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Budget preparation regarding Employee Health Insurance and Wages for 2026. Second by Robinson. All voting aye. Motion carried. 6. Adjourn closed session pursuant to Wis. State Statutes 19.85(1)(c) and Return to Open Session Motion by Ryan at 11:40 a.m. to adjourn closed session pursuant to Wis. State Statutes 19.85(1)(c) and Return to Open Session. Second by Robinson All voting aye. Motion carried. 7. Board May Consider Any Action Taken in Closed Session: No action taken 8. Select date/time for the Electors Budget Hearing: The Elector Budget meeting is finalized to be November 13th beginning at 6:00 p.m. and has been properly noticed. 9.
