Town of Phelps Special Town Board Meeting – Budget Workshop Minutes Thursday, October 23, 2025 Phelps Town Hall Page 1 of 2 Present: Town Board Chairman Steve Doyen, Town Board Supervisors –, Jeremy Ryan, and Steve Waier. Others Present: Clerk/Treasurer – Sheryl J Ward, and Deputy Cler/Treasurer – Kathleen R Ray. Excused Absence: Supervisor – Dave Selby. Supervisor – Maureen Robinson attended vis teleconference. 1. C all Meeting to Order: Chairman Doyen called the meeting to order at 1:30 p.m. 2. Roll Call/Quorum Call: A quorum of board members was present. 3. Verification of Public Notice by Town Board: Deputy Clerk/Treasurer Ray verified this agenda was posted at the Phelps Town Hall/Community Center, Phelps Post Office, Phelps Convenience Center, Town Website, and emailed to the Vilas County News Review on October 22, 2025. 4. Correspondence and Communications : Waier stated he submitted the Town Road Improvement Supplement (TRIS) Program Funding Application yesterday to Hwy Commissioner, Troy Schalinske for his review. Once reviewed by Tory it will be sent to W DOT for review/approval. Ryan stated he is meeting with the Town of Alvin regarding the dismantling of their fire department and the request by them to have the Town of Phelps Fire Department as their Fire Protection agent. Ryan stated he feels it would be detrimental for our town to accept this responsibility, so he is recommending declining the request. D iscussion/Action on the Following Agenda Items: 5. 2026 Budget Finalization The B oard reviewed and approved the Final Draft Budget including the changes approved at the last budget workshop meeting dated Monday, November 20, 2025. The Board agreed to publish the 2026 Budget Summary in the Vilas County News Review. 6. M ove into closed session Pursuant to Wis. State Statutes 19.85(1)(c) for purposes of considering employment, promotion, compensation, or performance evaluation data of any publ ic employee over which the governmental body has jurisdiction or exercises responsibility – B udget preparation regarding Employee Health Insurance and Wages for 2026 M otion by Waier at 1:33 p.m. to move into closed session Pursuant to Wis. State Statutes 19.85(1)(c) for purposes of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Budget preparation regarding Employee Health Insurance and Wages for 2026. Second by Ryan. All voting aye. Motion carried. 7. A djourn closed session pursuant to Wis. State Statutes 19.85(1)(c) and Return to Open Session M otion by Waier at 1:40 p.m. to adjourn closed session pursuant to Wis. State Statutes 19.85(1)(c) and Return to Open Session.
