There is a minor increase (1.75%) in the Debt Service Levy to ensure alignment with the City’s long-term financial plan and to maintain growth consistent with natural revenue trends. Several personnel changes will take effect in 2026. These include converting the Deputy Clerk position from part-time to full-time and adding a Building Inspector and an Intern within the Community and Economic Development Department. The 2026 budget continues to support the current level of services and operations provided in 2025, with the exception of a modest increase in contributions to the Library Fund and Youth Program to assist with ongoing operational expenses. An increase in Intergovernmental Revenues (State Aids) and other revenue sources allowed for a tiered wage increase for City Employees. This will be applied with a 2% increase in January and a 2% increase in July, while other employee benefit costs remain the same or with a slight change with the exception of costs associated with health insurance which have risen again by 9%. Mayor Brian Sm ith Alderperson Paul Mayou Council President ADOPTED: November 18, 2025 ATTEST: Joshua A. Finch, City Administrator 111 S. Main Street • Waupaca, WI 54981 Josh.Finch@waupacawi.gov www.cityofwaupaca.org 715.258.4411 To: Members of City Council From: Mayor Brian Smith Joshua A. Finch, City Administrator Stephanie Reif, Finance Director Date: November 18th, 2025 Re: Summary of 2026 Proposed Budget ____________________________________________________________________________________ The City’s proposed budget for 2026, as summarized in this memo, and further detailed in the attachments, is balanced, supports our mission, conserves financial resources, reduces debt, and preserves our bond rating. This budget balances state and local requirements with the needs of our residents, while positioning the City for a strong and sustainable financial future The 2026 proposed budget provides for all operational and capital departmental requests. Notable highlights of property values: • The equalized value of real and personal property continues to grow. The City’s total equalized value is $699,958,600, up from $647,283,800 ($52,675,400 or 8% increase). Additionally, net new construction came in at $8,056,900 or 1.24%. This measures the net new construction that occurred in 2024. Notable Changes in the Proposed 2026 Budget: • The City will continue to provide the same level of services with no eliminations or reductions. • General Transportation Aids will increase by $92,162 • Budgeted revenues from TID’s to the General Fund increased by $64,250 • Budgeted revenues from Building Permit Fees increased by $130,000. Revenues: • Property Tax Levy General Fund Levy: The proposed 2026 budget remains fully compliant with state- mandated property tax levy limit laws. For 2026, the City is permitted to increase its levy by 1.24%, equivalent to $61,609, based on net new construction. No additional one-time adjustments apply to this year’s calculation. However, the proposed budget levies only $30,609 of the allowable increase, remaining $31,000 below the maximum permitted levy. Joshua A. Finch, City Administrator 111 S. Main Street • Waupaca, WI 54981 Josh.Finch@waupacawi.gov www.cityofwaupaca.org 715.258.4411 Debt Service Levy: The proposed 2026 budget increases the Debt Service Levy from $1,691,209 to $ 1,720,805. • State Shared Revenue State Shared Revenues come from three payments. County and Municipal Aid, Utility Aid, and the Expenditure Restraint Program payment. When combining these three payments, State Shared Revenue will increase by $64,802. • Transportation Aids Transportation Aids come from two payment programs, General Transportation Aids and the Connecting Streets payment. Combined, these payments will increase by $97,091 • Building Permit Revenues Building permits are difficult to budget for due to unknown economic impacts outside of our control. That being said, we have adjusted this revenue up to $435,000 due to confirmed ongoing projects. It is important to note that this is a revenue line that may be adjusted greatly from year to year depending on outside market factors. Personnel Services (Salaries, Wages, and Benefits) Though current municipal funding in the State of Wisconsin is not equipped for large cost-of-living adjustments, this budget seeks to support our employees to the greatest extent possible while remaining financially responsible and focused on long-term sustainability • Wage Adjustments for Full-Time Non-Represented Employees: Total salaries and wages for all full-time non-represented employees are budgeted at a 4% increase. • Wage Adjustments for Full- Time Represented Employees: The current agreement between the City of Waupaca and the Waupaca City Law Enforcement Association remains in effect until the end of 2026. The current agreement calls for the higher of the following… o A 4% increase OR o Increase equal to all other non-represented full-time employees. Given that this budget has built in a 4% increase for non-represented employees, it also accounts for a 4% increase for represented law enforcement employees per the labor contract between the City and the WPPA. Joshua A. Finch, City Administrator 111 S. Main Street • Waupaca, WI 54981 Josh.Finch@waupacawi.gov www.cityofwaupaca.org 715.258.4411 • Health Insurance Our health insurance premiums are increasing by 9%. The City currently covers 90% of premium costs and employees are responsible for 10%. This means that the City’s premium contributions per employee will increase by the following annual amounts in 2026. Individual Plan: $997.04 Single + 1 Plan: $1,994.09 Family Plan: $2,794.73 Based on their 10% contribution, employee annual contributions will increase by the following amounts: Individual Plan: $41.54 Single + 1 Plan: $83.09 Family Plan: $116.45 • Personnel Changes • Creating a new building inspector position • Transitioning from a Part-Time Deputy Clerk to a Full-Time Deputy Clerk • WRS Costs: Both the employer and employee share of Wisconsin Retirement System contribution rates increased by 0.3% from 6.9% to 7.2%. Ambulance/EMS: Contracted ambulance services through Gold Cross are increasing to $89,084-an increase of approximately $0.26 per capita. Fire Department: Contracted Fire Department services are expected to increase by approximately 1.7%, or approximately $1,979, to $116,888. Airport Fund/Library Fund/Youth Program Fund: Transfers from General Fund to the Airport fund are set at the same rate of $50,000 for 2026. Transfers from the General Fund to the Library Fund are proposed to increase by $15,671 in 2026, or approximately 4.2%. Transfers from the General Fund to the Youth Program Fund are budgeted to receive an increase of $2,036 in 2026, or approximately 1.56%. Joshua A. Finch, City Administrator 111 S. Main Street • Waupaca, WI 54981 Josh.Finch@waupacawi.gov www.cityofwaupaca.org 715.258.4411 Water Utility: In the 2026 budget, the water rates remain the same as 2025. Sewer Rates: In the 2026 budget, the sewer rates remain the same as 2025. General Fund Balance: The proposed 2026 budget is balanced without drawing on any General Fund reserves. At the end of 2024, the General Fund balance stood at 36.4% of annual operating expenditures, well above the City’s policy target of 20%–25%. Maintaining a healthy fund balance has been a key factor in supporting the City’s strong A+ credit rating. Total Levy/Mill Rate: This budget is based off a total tax levy of $4,788,285.87, which equates to a City Mill Rate of $7.56. This is a projected $.05 increase from the 2025 rate of $7.71. Future Considerations: 2026 is the final year of the current labor contract with the Wisconsin Professional Police Association (WPPA), with negotiations for a new agreement planned to begin early in the year. At this time, potential impacts on future budgets are unknown but will be evaluated as discussions progress. The City is also operating under a two-year borrowing plan for capital projects, which provides funding stability through 2026. As we move into next year, staff and the Council will begin discussions on capital priorities and borrowing needs for 2027 and beyond. In Conclusion: In 2026, the City is well-positioned to continue providing high-quality services consistent with prior years. The proposed budget maintains current service levels while investing in the people and operations that make those services possible. It includes an overall 4% cost-of-living and wage adjustment (COLA) for employees and continues the City’s commitment to covering 90% of health insurance premiums. This is an important step in supporting workforce stability and competitiveness in a challenging labor market. These accomplishments reflect the collective efforts of the Mayor, both current and past City Councils, the Finance Department, and the many dedicated employees who have consistently found ways to deliver services efficiently and effectively. Their ongoing collaboration and fiscal discipline have allowed the City to balance the budget while maintaining a strong focus on service quality, employee well-being, and long-term financial sustainability.
