VILLAGE BOARD MEETING Wednesday, May 13, 2026 Village of Bonduel – Village Board Wednesday, May 13, 2026 Page 2 RDA Meeting. Minutes on file. NEW BUSINESS: K1. Discussion and possible action on lot located at 514 Commerce Court. The original agreement for the purchase of the two lots in 2021 required the buyer to construct a building on Lot 13 within two years and on Lot 12 within five years. The five-year deadline for Lot 12 expired on March 31, 2026. At that time, the Village exercised its option under the original purchase agreement and offered to repurchase Lot 12 at the original sale price. Kevin Bartlett, the current owner of both lots, stated that he intends to expand his business at some point in the future but is uncertain about the timeline. He expressed a desire to retain ownership of the lot and continue paying property taxes and maintaining the property. However, he indicated that if the Village had another interested buyer, he would be willing to sell the lot back. Approximately three years ago, Village Tractor approached the Village about combining the two lots through a Certified Survey Map (CSM). At that time, he was informed that the lots would need to be combined before the expiration of the five-year building requirement. Since then, the property has been incorporated into the new Tax Incremental District (TID), making it ineligible to be combined through a CSM. Board members asked Bartlett whether he had specific plans for Lot 12. Bartlett requested an additional three years to develop the property. He stated that his current plans may involve constructing a larger storage building that would not require utility connections. Pleshek stated that the Village's goal is to attract businesses to the area that will contribute to a larger tax base. Trustee Staszak commented that if the Village repurchased the lot and it was not subsequently sold, Bartlett could potentially purchase it again in the future if his business expanded. Bartlett responded that if he were required to sell the lot back to the Village, he would consider relocating his business outside the Village. Motion by Zuleger, seconded by Pleshek, to proceed with an updated Offer to Purchase for Lot 12, located at 514 Commerce Court. Motion carried unanimously. K2. Discussion and possible action on Resolution 2026-05 approving the Ambulance Service agreement. The Village has contracted with Shawano Ambulance for ambulance services for many years. The current agreement was passed more than 33 years ago. Shawano Ambulance has submitted an updated service agreement for the Village's review and consideration.
