NEW BUSINESS:
K1. Discussion and presentation from Redevelopment Resources on design for Downtown
property. Samantha Caches of Redevelopment Resources presented the work she completed
as part of her thesis, showcasing potential design concepts and enhancements for downtown
Bonduel. Her presentation included conceptual façade improvements for several existing
buildings, illustrating ways to enhance the appearance and character of the downtown
district.
In addition, she presented a concept for a mixed-use development featuring a hotel with
retail space on the ground floor, proposed for one of the existing downtown parking lot areas.
The concept demonstrated how underutilized space could be redeveloped to support
economic growth and create a more vibrant downtown.
The Village Board thanked Samantha for her work and appreciated the visual elements for
potential improvements in the downtown district.
K2. Discussion and possible action on approving lighting on upper field at Cedar Park. Matt
Hesse and Lucas Wickersheim, representing the Bonduel Bat and Ball Club, presented a
proposal to install lighting on the upper field at Cedar Park. The Ball Club plans to raise the
estimated $75,000 needed for the project through fundraising efforts. The Club requested
approval from the Village to install the lights on municipal property. Upon installation,
ownership and responsibility for the lighting system would be transferred to the Village. The
Village would be responsible for the ongoing costs associated with the lights, including
electricity, insurance, and maintenance. Motion by Zuleger, seconded by Streetman, to
approve the installation of the new lights on the upper field at Cedar Park. Motion carried
unanimously.
K3. Discussion and possible action on memorandum of understanding with Shawano County
for Green Bay Street. The Committee of the Whole recommends that the Village Board
approve a Memorandum of Understanding (MOU) with the Shawano County Highway
Department for the resurfacing of County Road BE (Green Bay Street). The project will include
resurfacing areas outside the travel lanes. Construction is planned for 2028, with the Village's

estimated share of the project cost projected to be $181,905. Motion by Streetman, second by
Zuleger, to approve the memorandum of understanding with Shawano County to resurface
the entire roadway on County Road BE (Green Bay Street) through the Village limits. Motion
carried unanimously.
K4. Discussion and possible action on approving Village telephone and internet
providers. The Committee of the Whole recommends that the Village Board approve
internet services through TDS and Voice over Internet Protocol (VoIP) services through
Corporate Network Solutions. With the Bertram Wireless service agreement set to expire
in August, the Village must have replacement services in place before the agreement
ends to ensure uninterrupted internet and phone service. Motion by Court, second by
Pleshek, to approve telephone and internet services with TDS and Corporate Network
Solutions. Motion carried unanimously.
K5. Discussion and possible action on Resolution 2026-09 approving the 2025 CMAR-
Compliance Maintenance Annual Report. The Committee of the Whole has reviewed the
2025 CMAR regarding the health and condition of the Village’s sewer collection system.
The Committee recommends that the Village Board approve the report as presented.
Motion by Staszak, second by Court, to introduce Resolution 2026-09 approving the 2025
Compliance Maintenance Annual Report as presented. Roll call vote was taken. Court-

Motion carried unanimously.
K6. Discussion and possible action on Resolution 2026-10 approving the updated
equipment rental rates. The Committee of the Whole has reviewed and recommended
the updated rental rates for Municipal Operations equipment. Motion by Zuleger, second

for Municipal Operations. Roll call vote was taken. Court-Aye, Falk-Aye, Pleshek-Aye,

K7. Discussion and possible action on Resolution 2026-11 requesting consideration of
alternative site for County government facilities. Tim Novitski, a Village resident,
addressed the Village Board regarding an alternative site for the proposed Shawano
County Courthouse. The County currently plans to reconstruct the courthouse and jail
facilities at their existing locations. Mr. Novitski explained that a group of residents is
encouraging the County to consider an alternative site, which they believe could reduce
costs for taxpayers. He asked the Village Board to consider adopting a resolution

requesting that the Shawano County Board compare the current proposal with the
alternative site before making a final decision.
Village Trustees Gehm explained that, due to his position as Shawano County Board
Supervisor, he would need to abstain from voting. In addition, Trustee Zuleger and
Streetman stated that they would also need to abstain because of their position working
at the Shawano County Courthouse and the State of Wisconsin. The Board discussed the
resolution and agreed that the courthouse project was a Shawano County initiative and
that the Village had little authority or input regarding the project. Motion by Staszak,
second by Falk, denying the approval of the Resolution 2026-11 requesting consideration
of an alternative site for the County government facilities. Court-Aye, Falk-Aye, Pleshek-
Aye, Staszak-Aye, Streetman-abstain, Zuleger-abstain, and Gehm-abstain. Motion
carried.
K8. Discussion and possible action approving the 2026-2027 Liquor License application
renewals. The Committee of the Whole reviewed liquor license applications at the May
meeting. At that time, four establishments had not yet submitted their renewal
applications. Since then, three of those establishments have completed their
submissions. As of this meeting, Captains Axe and Arcade remain outstanding and have
not yet submitted their applications. Maroszek issued initial renewal reminders on April
2, with a due date of May 1. She also followed up with Captains by phone on May 22 to
discuss their renewal status.
With no application currently on file, the Board will need to review the application once it
is received and all background checks have been completed. The next Board meeting will
occur after the current license has expired. Captains must remove all beer from public
view and will not be permitted to sell alcohol until approval has been granted.
Motion by Falk, second by Streetman, to approve all liquor licenses as presented,
excluding Captain’s Axe and Arcade, which will be acted on at the July meeting. Zuleger-
abstained. Motion carried.
