ACKNOWLEDGEMENT OF CITIZENS: Jesse Rankin, Director of Municipal Operations; and Matt,
Tammy and Kyle Baldwin, By the Yard, Inc.
NEW BUSINESS.
G1. Discussion and possible action on annual site plan review and progress update for 105 &
109 Brooke Court, By the Yard, Inc. The stormwater management plan has been completed
and submitted by Martenson & Eisele, Inc.. However, By the Yard has changed the direction of
its original plans to immediately develop 105 Brooke Court and will instead continue
development at 109 Brooke Court. Overall project costs have been higher than expected
during the transition to the new location. Recently, Kyle left his previous position to focus full-
time on the business.
Site development will continue at 109 Brooke Court, where excavation has already begun and
material piles have been placed. The overall project is expected to take approximately three
to five years to complete, with construction of the scale house building anticipated by 2027.
Installation of the material bins has been delayed due to increased costs.

The temporary shed currently located at 105 Brooke Court will be relocated entirely onto 109
Brooke Court, and all future work will be focused on that parcel. Current plans call for the
retail facility to begin at 109 Brooke Court, with groundbreaking anticipated this October.
In addition, a commercial yard maintenance division has been added to By the Yard, Inc.’s
business plan, along with the hiring of two new employees focused on servicing apartments
and larger properties. The company is also exploring the addition of animal feed sales and
delivery services. Marketing efforts, including development of the company website, are
ongoing.
The Plan Commission expressed its desire to revisit the progress of the business and site
development in one year. Rankin will work with By the Yard to schedule a meeting with
Shawano County Economic Progress Inc. regarding potential funding opportunities. By
consensus, the Commission agreed to remove the agenda item and revisit the matter in April
2027.
UNFINISHED BUSINESS.
F1. Discussion and possible recommendation on the conditional use permit for 107 E Green
Bay Street, Parcel 107-70050-0570, for a light industrial facility producing food with cooling
and packaging area in the C-1 Commercial District. Jason Hutter has not presented any plans
for the proposed food processing facility. In addition, Mr. Hutter has stopped working with
the State Building Inspectors. Currently, there is no new information regarding the
conditional use permit application. By consensus, the Commission agreed to move the
agenda item to the next meeting.
Motion by Court, second by Peterson to adjourn. Motion carried unanimously. Meeting
adjourned at 6:30 p.m.
Respectfully submitted,
