NEW BUSINESS:
K1. Discussion and possible action on Ordinance 2026-03 amending Sec. 28-15 All
terrain/utility terrain vehicle routes. The Committee of the Whole reviewed the hours of
operation included in the ATV/UTV routes ordinance at their last meeting. The COW
recommended that the section on hours of operation be eliminated from the ordinance. Any
issues with operation or noise would be addressed by the police. Motion by Court, second by
Streetman, to introduce Ordinance 2026-03 amending Sec. 28-15 All-terrain/utility terrain
vehicle routes removing hours of operations. Roll call vote was taken. Court-Aye, Falk-Aye,
Pleshek-Aye, Staszak-Aye, Streetman-Aye, and Gehm-Aye. Zuleger abstained.
Motion carried.
K2. Discussion and possible action on Resolution 2026-01 adopting the Village
Redevelopment District Plan. The proposed Redevelopment District Plan was given to the
Board by Kristen Fish-Peterson of Redevelopment Resources. After reviewing the plan, the
Village Redevelopment Authority has recommended that the Board approve it. The Board
was informed by Fish-Peterson that her intern has been preparing some renderings of the
public parking area to show them some possible ideas. The Village will receive these
renderings as a gift from Redevelopment Resources. Motion by Streetman, second by
Zuleger, to introduce Resolution 2026-01 adopting the new Village of Bonduel
Redevelopment District Plan as presented. Roll call vote was taken. Court-Aye, Falk-Aye,
Pleshek-Aye, Staszak-Aye, Streetman-Aye, Zuleger-Aye, and Gehm-Aye. Motion carried
unanimously.
K3. Discussion and possible action on Resolution 2026-02 authorizing Redevelopment
Resources to begin amendments to TID #2 and TID #3. After the new TIDs were created, it was
discovered that some language/wording was missing in the plans. This language would allow
TIDs to lend and receive money from one another. The amendments to both TIDs were

budgeted for 2026. Rankin has received two quotes for the work, one from Ehlers Public
Finance Advisors and the other from Redevelopment Resources. With the work being the
same, the quote from Redevelopment Resources is lower than Ehlers quote. Motion by
Staszak, second by Court, to introduce Resolution 2026-02 authorizing Redevelopment
Resources to begin the language amendments to TID #2 and TID #3. Roll call vote was taken.
Court-Aye, Falk-Aye, Pleshek-Aye, Staszak-Aye, Streetman-Aye, Zuleger-Aye, and Gehm-Aye.
Motion carried unanimously.
K4. Discussion and possible action approving TID 2 & TID 3 funds for placemaking elements.
The TID 2 and TID 3 amendment costs are less than the initial budget. Municipal Operations is
requesting that additional money in the TID's budget be put toward improving downtown
placemaking. This spring, the department plans to hang flowers and add brackets to the
downtown area. The wayfinding signs throughout the Village need to be updated. It would be
nice to improve the Village's appearance in honor of America's 250th anniversary. Motion by
Zuleger, second Pleshek, to approve the use of TID #2 and TID #3 miscellaneous funds for
placemaking elements within the Village. Motion carried unanimously.
K5. Discussion and possible action approving the final placement of new playground
equipment at Cedar Park. The Committee of the Whole recommended option 1 for placement
of the new equipment. This option is located to the west of the concession stand and
minimizes the number of trees to be removed. Motion by Court, second by Zuleger, to
approve the final placement of the new playground equipment at Cedar Park. Motion carried
unanimously.
K6. Discussion and possible action approving the new playground pour-in-play base addition.
The Committee of the Whole discussed the additional cost for pour-in-place rubber versus the
standard wood chip base. The committee recommended to proceed with pour-in-place
rubber base, and to pursue grant and fundraising opportunities for additional funds. Motion
by Zuleger, second by Staszak, to approve the price increase for the pour-in-play base for the
new playground equipment at Cedar Park. Motion carried unanimously.
K7. Discussion and possible action approving the repurpose of the 2013 squad. Municipal
Operations has asked the Village Board to approve the 2013 squad for department and village
use. The Committee of the Whole has recommended that the 2013 squad be repurposed for
Municipal Operations use. Motion by Streetman, second by Zuleger, to approve the
repurposing of the 2013 squad as an extra vehicle for Municipal Operations. Motion carried
unanimously.

K8. Discussion and possible action approving naming of park next to Village Hall. The
Redevelopment Authority has discussed the name of the park next to Village Park. The RDA
sent out a Facebook post to the community asking for feedback on the name. Many ideas
were submitted, but the RDA preferred the name Fireman's Park. The building that now
houses Village Hall was previously used as the Village Fire Station. This name seemed
appropriate for the area. Motion by Zuleger, second by Court, to approve Fireman's Park as
the new name for the green space east of Village Hall. Motion carried unanimously.
K9. Discussion and possible action approving sign application for KEY Fabrication at 720 S
Cecil Street. Karl Yoder, owner of KEY Fabrication, would like to install a sign at his home
business. The sign is 4”x6” and double sided. The sign meets the ordinance requirements. A
copy of the sign is included in the packet. Motion by Court, second by Streetman, to approve
the signs for KEY Fabrication at 720 S Cecil Street. Motion carried unanimously.
K10. Discussion and possible action approving use of commercial lot for Highway 29
construction project. Vinton Construction has been contracted by the State of Wisconsin to
work on Highway 29 this year. Vinton is looking for a lot to use as a staging area to bring in
road concrete to crush into gravel. They have approached the Village to use the vacant lot
behind Kwik Trip, offering $100 per month in rent. Vinton has also spoken with Matt Baldwin
of By the Yard about his vacant lot, offering Baldwin $1,000 per month. Pleshek expressed
concern about the concrete dust and mess these operations can create. He also wondered if
Vinton would need a conditional use permit from the Village to operate this facility in a
commercial district. The Board discussed the operation's logistics, concerns with existing
area businesses, and the increased traffic congestion on Express Way and Highway 47.
Motion by Streetman, second by Zuleger, to deny the offer from Vinton Construction to rent
and use the Village’s lot as a staging area. Motion carried unanimously.
M. Approval of Payments. Motion by Zuleger, second by Pleshek, to approve the monthly
payments for March 2026 as presented. Motion carried unanimously.
N. Treasurer’s Report. Motion by Zuleger, second by Court, to approve the February 2026
Treasurer’s report as presented. Motion carried unanimously.
ANNOUNCEMENTS: Upcoming monthly meetings were discussed. The Board discussed the
April 8 Village Board meeting date. With the election being that week and the early meeting
date, the Board agreed by consensus to move the April meeting date to Wednesday, April 22,
2026.
