Chairman, Gehm called the public hearing to order at 6:00 p.m. Gehm read the public hearing
notice on the request for a conditional use permit.
PRESENT: Russ Gehm, Andrew Court, Steve Peterson, Mark Welch, Troy Wescott, and Robbie
Woldt III. Absent: Bob Shest
ACKNOWLEDGEMENT OF CITIZENS: Jesse Rankin, Director of Municipal Operations; Attorney
Charles Adams, Town Counsel Law & Litigation, LLC; and Jason Hutter, Little Village Pizza
Crust.
During the Public Hearing, Rankin noted that it was Jason Hutter's opportunity to present his
request for a conditional use permit to the Plan Commission.
Hutter explained that he was seeking this permit for the house located on the property and
invited the Plan Commission to ask any questions they had. Steve Peterson inquired about
the contents and current use of the house. Hutter responded that the space serves as a
cooling room with conveyors that process the crust coming off the press line. In this room,
the crusts are cooled, counted, boxed, and then placed in a freezer. Peterson further asked if
Hutter was adding more space to his existing facility at 109 W Green Bay Street. Hutter
clarified that he was utilizing property he already owned and emphasized that there is no
residential use of the house.
Rankin inquired whether there were any drawings or anything else related to the permit
request. Hutter replied that he could create a drawing but didn't have anything with
him. Troy Westcott asked Hutter if the house's structure would remain unchanged and if he
would only be using the existing rooms. Hutter confirmed that was correct.
Andrew Court inquired whether there were any State plans or initiatives for the project.
Hutter stated that everything had been approved by the state. Rankin has been in touch with
WDATCP and WDSPS. WDATCP has approved but this department of the State does not
approve building plans. Brian Noe, the State Building Inspector, does not have any plans and

is not aware of any construction work that has been done on the property. Commercial
building plans must be approved by the state.
Robbie Woldt inquired as to whether the building required construction plans if it only
contained conveyors. Rankin stated that two buildings had been connected. Hutter stated
that the buildings were and had been connected for 100 years. Rankin has no proof that the
buildings were connected previously. Hutter stated that David Schmidt would have a record
because the buildings have been in that condition since he began doing assessments for the
Village of Bonduel. Woldt inquired about the house's zoning, which is C-1 commercial district.
Rankin verified the zoning.
Mark Welch inquired whether Hutter had any future plans for construction or additions.
Hutter has no plans for expansion; his goal is to get the plant operational and then build a
new plant outside of town. Welch stated that there will be no additional or new construction
inside the building. Hutter replied, "No." Welch inquired about the business's performance.
Hutter's business is doing well, with USDA licensing, a fully automated frozen pizza line, and
toppings licensing in the works. In addition, he has several contracts for pizza crusts across
the state. Welch asked if he could tell us which companies Hutter makes pizza crusts for.
Hutter mentioned Portesi, D&D, and Greco & Sons as some of the companies.
Gehm asked if there were any more comments on the conditional use permit. Gehm closed
the public hearing at 6:08 p.m.
Respectfully submitted,
Michelle Maroszek, Clerk/Treasurer
