UNFINISHED BUISNESS
G1. Discussion and possible recommendation on Village Outdoor Recreation Plan. The Village
outdoor recreation plan survey information was placed on the Village website and Facebook
page; ads were placed in the Market Messenger newspaper for two weeks; and Rankin had
airtime on WTCH radio promoting the survey. The results have been released to the public and
now the Plan Commission will need to review the results and compare them to the park
initiatives to determine what needs to work on first. Several Village residents from Park Street
were present at the meeting. Dave Hedtke, Village Resident, commented on the survey and
questioned why the Village would eliminate the street through Village Park and what the
reasoning would be. It was explained that the street actually ends just west of the park. The
Street was never supposed to be a through Street and is not a dedicated Street through the
park. Willa Rusch, Village Resident, stated she has lived at her property her entire life; the road
did end at the end of her property and there was only a dirt trail into the park after that for
many years. The Commission explained that removing that section of road would be on the
long-term plan and before that would be done, the residents would be involved in the
discussion.
From the survey results, the top items for improvement were as follows:
1. Playground equipment at both parks
2. Restrooms at both parks, but especially Village Park.
3. Concession stands
4. Tree removal, trimming and replacement

5. New dug outs
6. New Score Boards
7. Bleacher /sitting area Village Park
8. Pave parking lot and ADA parking area.
Others areas that will be worked on this year that are not part of the Outdoor Recreation Plan
are the Baseball diamond lights at Village Park. The lights are 50 plus years old and parts are no
longer available to fix them. The Village has budgeted money for 2024 to replace some of the
lights along with the School District of Bonduel and various organizations who utilize the
diamonds. Cedar Park will continue with improvements with the help of the Bonduel Bat and
Ball Club in field grading, adding crushed aggregate, bleachers, waterlines, and some type of
water cooler for the dog park.
Motion by Welch, second by Westcott, to move forward with priority list based on survey
results and forward the list to Ken Jaworski at Cedar Corporation to place into the Village
Outdoor Recreation Plan to present to the Plan Commission. Motion carried unanimously.
NEW BUSINESS
F2. Discussion and possible action on review of Conditional Use Permit for Manik Motorz, LLC,
located at 201 W Green Bay Street. The Plan Commission approved the Conditional Use Permit
for 201 W Green Bay Street in June of 2023, with the agreement that the conditions and terms
would be reviewed in six months. The property at times has had a junk appearance which is
what the Commission wants to avoid with the property. Various examples were brought up to
Mr. Johnson’s attention. Mr. Johnson stated he is working on a more business focused
establishment and it is still a work in progress. Lance Pitt, next door neighbor to the property,
stated he has not had any issues with Mr. Johnson or the business operations. The lot at 132 N
First Street was discussed and the various pieces of equipment that have been sitting on the
property. Mr. Johnson stated he does not rent this property and that it belongs to the previous
owner. This location and the junk appearance will need to be addressed with that owner.
Motion by Peterson, second by Welch, to approve the Conditional Use Permit for Manik
Motorz, LLC, located at 201 W Green Bay Street with all original conditions issued. Motion
passed. Gehm abstained.
F1. Discussion and possible action on review of Business Plan for Regenerative Energy Center,
located at 103 S Cecil Street. The Plan Commission discussed the EE Energy System business at
103 S Cecil Street. Over the past year there have been no issues with the business operations or
the property’s permitted use. Motion by Peterson, second by Wescott, to approve the continued
permitted use at the property as is with no changes. Motion carried unanimously.

F3. Discussion and possible recommendation on certified survey map for Pond and Tank Street.
The Certified Survey Map work is complete on Pond Street and the adjacent Street. The
adjacent Street was to be named Tank Street when it was initial discussed. Rankin questioned
the name of the adjacent Street and if the Commission would consider naming the Street after
Village employee James Welcing. Welcing has been employed with the Village for almost 40
years, there will probably never be another employee to serve the Village in that capacity again.
Motion by Welch, second by Peterson, to recommend to the Board to approve the Certified
Survey Map as presented with the change from Tank Street to Welcing Street on the final
Certified Survey Map. Motion carried unanimously.
Motion by Westcott, second by Peterson, to adjourn. Motion carried unanimously. Meeting
adjourned at 7:14 p.m.
Respectfully submitted,
Michelle Maroszek, Clerk/Treasurer
