CITY OF GREEN LAKE SPECIAL COMMON COUNCIL MEETING SEPTEMBER 30, 2025 Meeting was called to order at 5:00 pm by Mayor Raymond Radis. Pledge of Allegiance was recited followed by a moment of silent meditation. Certification of Open Meeting Law: Agenda was posted on September 24, 2025. Second posting was done on September 26, 2025. Roll Call: Mark Wilton, Christopher Foos, Jody Kugler, Shelia Pulice, Danielle Reysen. Absent: Jon McConnell. Also Present: City Attorney (via Zoom), Police Chief Jason Reysen, Public Works Director Jason Carley. Agenda: Motion made by Foos, second by Wilton to approve the agenda. Motion carried. TIF District #3 Subtraction Amendment: Motion made by Foos, seconded by Kugler to adopt a “Resolution Approving Territory Subtraction Amendment No. 1 for Tax Incremental District No. 3, City of Green Lake, Wisconsin” . Ayes: 5 Nays: 0 Absent: 1 Motion carried. Resolution #1351-2025.9 Establishing Boundaries & Project Plan for TIF District #8: Motion made by Foos, seconded by Kugler to adopt “A Resolution Establishing the Boundaries of and Approving the Project Plan for Tax Incremental District No. 8, City of Green Lake, Green Lake County, Wisconsin” . Ayes: 5 Nays: 0 Absent: 1. Motion carried. Resolution #1352-2025.9 Change Order #1 Regarding Well #2 PFAS-Olympic Builders: Motion made by Foos, seconded by Kugler to approve Change Order #1 for Well #2 Temporary PFAS Treatment. Ayes: 5 Nays: 0 Absent: 1. Motion carried. Change Order #2 Regarding Well #2 PFAS-Olympic Builders: Motion made by Foos, seconded by Kugler to approve Change Order #2 for Well #2 Temporary PFAS Treatment. Ayes: 5 Nays: 0 Absent: 1. Payment #1 to Olympic Builders for Well #2 PFAS Treatment: Motion made by Foos, seconded by Kugler to approve Payment No. 1 to Olympic Builders General Contractors for Well #2 PFAS Treatment in the amount of $287,064.83. Ayes: 5 Nays: 0 Absent: 1. Motion carried. Hiring Police Officers: Resolution was presented to hire Cole Burdick and Jennifer Vodak. Motion made by Foos, seconded by Kugler to adopt a “Resolution Hiring City Police Officers” . Ayes: 5 Nays: 0 Absent: 1. Motion carried. Resolution #1353-2025.9 All Inclusive Playground Equipment – Payment: Motion made by Wilton, seconded by Foos to approve payment of two invoices to Lee Recreation LLC in the amounts of $270,980.00 and $179,450.00. Ayes: 5 Nays: 0 Absent: 1. Motion carried. Closed Session: Motion made by Foos, second by Wilton to go into Closed Session pursuant to Wisconsin State Statutes Section 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session as it relates to Developer’s Agreement between the City of Green Lake and Green Lake Partners, LLC; and 19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to retirement of Chief of Police and Clerk-Treasurer.
