January 14, 2025
Minutes
1. The January 14, 2025, meeting was called to order by Chairman Wuest at 6:00 p.m.
Present: Wuest, Reabe, McConnell, Radtke, Triemstra, Treasurer Toney, and Clerk
Wesenberg.
2. The Pledge of Allegiance was said by all in attendance.
3. Review of the minutes from the December 10, 2024, meeting. Minutes approved.
4. Monthly Financial Report:
a. The Treasurer stated to date we have received approximately 23% of the total
taxes and that online processing was going smoothly. Approximately70% of those
funds need to be paid out to the county and the schools.
b. The Clerk reported that there would be a primary election on February 18, 2025, for
the State Superintendent of Public Education. There were two open record
requests regarding the candidates for the April 1, 2025, election that had been
addressed. The audit of the town’s financials has begun.
5. Library Report – Christina Lyon, Director: Report was received and read.
6. Building Inspector’s Report: Report was received and read.
7. Fire Commission Report – Ron Triemstra: report on monthly meeting. Berlin EMS has 119
calls in December (16 for Green Lake/8 for Town of Brooklyn). The fire department had a
number of minor calls. There is a surplus in the fire department budget due to wages and
equipment repairs being less than anticipated. There is a reoccurring problem with alarms
at homes with absentee owners, which is especially problematic when trying to determine
if it is a false alarm or gas leak, leading to a recommendation to change the building codes
so that lock boxes with keys be required so that the necessary internal inspection can
occur.
8. County Board Supervisor Report – Harley Reabe: report on monthly meeting. Vanessa
Schultz was recognized for retiring after 36 years. A resolution was passed to cancel
outstanding checks that have not been cashed. The checks will be reissued upon request.
A resolution was passed regarding the 2025 wage increase of about 2%. A resolution was
passed regarding the medical examiner’s fees. A resolution was passed regarding the
labor agreement between Green Lake County and law enforcement employees. A budget
adjustment was made for the fair and IT. There was a closed session meeting which
authorized the county administrator to terminate employment effective January 5, 2025.
9. Chairperson Report:
a. Road Report – Mike Wuest: There have been a number of acts of vandalism in the
town to street signs, stop signs, and posts across the town. The Town does
participate in Crime Stoppers and anyone who has information is encouraged to
make an anonymous report. There has been only one snow event that required
plowing.

10. Supervisor Reports
a. Recycling Report – Harly Reabe: The Saturday after Christmas was very busy.
December had 9.3 tons of co-mingled recycling. 2024 tonnage was 138 tons, about
4 tons less than normal. It was demonstrated that there are a number of improperly
disposed of items occurring and it is almost to the point where the cost to stay in
compliance is making the town lose money.
b. Sanitary District Report – Kristin Radtke: In December there was a gun instance on
the opening day of hunting season leading to the district to ask the DNR to restrict
hunting on the conservatory properties. Update on the Area 9 sewering extension
project (Hickories and Mc Affe Road) – options for connection to Shore Drive are
close to being finalized. Easement documents also should be coming out soon. The
wastewater facilities upgrades asked for $3,600,000 and received $2,600,000 plus
$1,000,000 in principle loan forgiveness. Regarding the County K carp barrier –
grants are being pursued to install public-use fishing platforms. At a December 23rd
special meeting it was decided to delay action on McAfee Road due to concerns
regarding the length of the laterals from a landowner. Designs and costs will be
reviewed.
c. Plan Commission Report – Sue McConnell: There is action being taken on two
CUPs – one for Dartford Inn (agenda item 11), the other for the S&L Holdings
(agenda item 12)– due to compliance issues. They are asking the town to revoke the
S&L Holdings CUPs.
11. C & A Recommendation from Plan Commission on David Santee on CUP Application
(Dartford Inn) – The CUP has expired and they were not in compliance with their POWT
system. That has now been redone and a new CUP application is being applied for with
recommendations for the county to review. A motion was made to approve the new CUP.
M/S: Radtke/McConnell. Radtke – Yes, McConnell – Yes, Wuest – Yes, Triemstra – Yes,
Reabe – Yes. Motioned carried.
12. C & A Recommendation from Plan Commission on S&L Holding LLC Hwy 23 for a marina,
storage and sales office. Upon investigation the conditions put in the CUP have not been
met; there have also been a number of complaints. A motion was made to send a request
to the county to revoke the CUP. M/S: McConnell/Triemstra. McConnell – Yes, Triemstra –
Yes, Wuest – Yes, Radtke – Yes, Reabe – Yes. Motion carried.
13. Update on the Green Waste Collection at the Recycling Center: The Town attorney is
looking into what can be done to update the original ordinance and to provide clarity and for
enforcement so that the DNR continues to allow us to participate. There is an employment
opportunity available at the site.
