Town of Springwater Annual Meeting April 21, 2026 Meeting called to order by C/Hernandez. Motion by S/Baitinger, Second by S/Johnson to accept the 2025 minutes as read. Motion
carried.
Clerk Yeska presented the 2025 Annual Financial Report Motion by Joe Herman, Second by Kim Rose to vote by raising of hands. Motion carried. C/Hernandez reminded the audience that only qualified electors in the Town of Springwater are
allowed
to
vote.
C/Hernandez
also
shared
that
per
State
Statues,
while
the
Annual
meeting
allows
electors
to
vote
on
certain
matters,
the
Motions
may
only
be
advisory
and
the
Board
may
or
may
not
act
on
them.
Joe Herman spoke in regards to the Walk-In Public Access sites. Joe shared since the
realization
that
the
Town
is
not
liable
for
injury
that
could
occur
on
the
Public
Accesses
he
did
not
feel
they
should
be
sold.
Electors
questioned
what
the
DNR
has
said
on
this
matter,
if
the
Town
truly
is
not
liable
for
injury
on
the
said
properties
and
if
the
sale
of
the
access
sites
has
to
be
“all
or
nothing”.
Some
felt
the
properties
should
be
sold
and
put
the
properties
on
the
tax
roll.
C/Hernandez
said
his
response
from
the
DNR
has
been
slow
as
people
he’s
been
in
contact
with
have
retired
and
he
hasn’t
gotten
a
clear
answer
on
this
matter.
He
was
told
that
if
we
sell
an
Access
Point
on
a
Lake
we
have
to
replace
it
with
another
site.
Motion
by
Joe
Herman
to
rescind
the
previous
resolution
that
authorized
the
Board
to
sell
the
properties
and
feels
it's
in
the
Public’s
best
interest
and
the
entire
Town
of
Springwater
population
that
those
access
points
remain
available
to
them.

Discussion surrounding the sale and management of the Covered Bridge House. Suggestions

and
parking
area.
Motion
by
Joe
Herman
(revised)
to
