1 | P a ge 0 6 / 1 7 /2 4 Minutes Date Approved 0 7 / 08 /202 4 MINUTES OF THE REGULAR COUNCIL MEETING OF THE COMMON COUNCIL OF THE CITY OF FENNIMORE, GRANT COUNTY, WISCONSIN HELD ON MONDAY, JUNE 17TH, 2024 The Regular Council meeting of the Common Council was called to order by Mayor Ryan Boebel at 5:30 p.m. Roll Call was taken with the following alderpersons answering present. Adam, Sheckler, Roth, Day, Strack, Streif, and Hagen. DPW, Jordan Fritche, and Clerk-Treasurer, Ashley Edge were also present. Agenda: Proof in the form of a certificate of public notice given as required by Section 19.84, Wis. Stats., as to the holding of this meeting, was presented by the City Clerk-Treasurer. Motion by Streif, second by Adam to approve the proof of posting and agenda. Motion carried 7-0. Consent Agenda: The following Operators were approved: See Attached. There was a motion by Day, and a second by Strack to approve the attached list of Operators. Motion carried 7-0. The following Liquor License Applications were approved: See attached. There was a motion by Day, and a second by Strack to approve the attached list of Liquor Licenses. Motion carried 7-0. The following Tobacco License Applications were approved: See attached. There was a motion by Streif, and a second by Day to approve the attached list of Tobacco License. Motion carried 7-0. The following Mobile Home Park Licenses were approved: Northview Estates 2731-WI MHC, LLC and Maple Lane Trailer Court. There was a motion by Day, and a second by Strack to approve the Mobile Home Park Licenses. Motion carried 7-0. Minutes of the preceding meeting. Approval of minutes if correct, and corrections of mistakes: The minutes from the May 20th, 2024 Regular meeting and June 10th, 2024 Special Council Meeting were approved with a motion by Strack, and a second by Streif. Motion carried 7-0. Comments from Pre-registered Citizens: Reports of Officers: Clerk DPW Chief of Police Community Development Manager Presentation of accounts and other claims against the city: There was a motion by Sheckler and a second by Streif to approve the 06/17/2024 Council claims with the breakdown of bills to their respective accounts for a total of $289,502.38 with City bills at $91,631.25, Utility bills at $158,285.59, Sewer bills at $16,735.54, TIF- CDBG bills at $600.00 and Capital Projects at $22,250.00. Gross Payroll amounts for 05/31/2024 were $67,312.59 with $40,984.25 for City, $18,552.87 for Utility and $7,775.47 for Sewer. Motion carried on a roll call vote 7-0. Committee Reports: None Unfinished Business: New Business: Tree Board Update: No June meeting. Next month Council will be updated regarding Oak Savannah Management Plan. Discussion and possible action to contract an engineer for work on an EDA grant application: There was a motion by Streif, and a second by Adam to approve Delta 3 as the City’s engineer for work on the EDA grant application. Motion carried on a roll call vote 6-1. Discussion and possible action to contract with SWWRPC for EDA grant writing services: No action. Discussion and possible action to apply for a long -range planning grant in partnership between Fennimore Economic Development Corporation and SWWRPC: There was a motion by Day, and a second by Hagen to approve long-range planning grant partnership. Motion carried 7-0. Discussion and possible action on allowing food and drinks in the gymnasium: Ther was a motion by Streif, and a second by Adam to approve food and non-alcoholic drinks in the gymnasium on July 13th, 2024. Motion carried 7- 0. Discussion and possible action on purchasing Chicken BBQ tickets for employees: There was a motion by Adam, and a second by Roth to approve the purchase of 2 tickets per full time employee, and 1 ticket for part time employees. Motion carried 7-0. Discussion and possible action on garbage and recycling contract updates: There was a motion by Streif, and a second by Strack to approve the renewal of Town & Country Sanitation for garbage and recycling services. Motion carried on a roll call vote 7-0. Discussion and possible action on raising the garbage rates per update contract: There was a motion by Adam, and a second by Day to follow the contract from Town & Country Sanitation plus $0.50. Motion carried 7-0. Discussion and possible approval on updating Chapter 18.03(10): There was a motion by Streif, and a second by Day to approve the updates to Chapter 18.03(10). Motion carried 7-0. Discussion and possible approval on the Liaison Contracts: There was a motion by Day, and second by Streif to approve the liaison contracts with Fennimore School District, and SWTC. Discussion and possible action on employee job description: There was a motion by Roth and a second by Streif to consider moving into closed session at 6:26 pm. Motion carried on a roll call vote 7-0. Return to open session: There was a motion by Roth and a second by Hagen to return to open session at 6:54 pm. Motion carried 7-0. No action was taken.
