Shared Ride Committee
Trustee Kube reviewed the results of the Request for Proposals for the Shared Ride Program. He reviewed
current program costs and projected 2027 costs, noting that the cost of the program had nearly doubled. He
also reviewed alternatives that were suggested, including borrowing against future federal funding to cover
current-year program costs. Board members expressed concern that the proposed rates would not be
sustainable in future years. Administrator Heinig advised against borrowing against future income to support
current costs. Members discussed their ongoing concerns with the quality of the program. Trustee Kube
noted that it did not appear Running Inc. would be open to making changes under the proposed RFP. The
Board also discussed alternatives, including increasing rider rates, but agreed that this would provide little
relief to residents who rely on the program and likely would not come close to covering the shortfall. Further
discussion of the presentation was postponed until the closed session this evening.
Municipal Court Update
No meeting was held.
Fire Board Report
Trustee Elam reported that the 2026 Holmen Area Fire Department budget is on track, and the draft 2027
budget is currently being prepared.
Bluffland Coalition Report
Trustee Kube reported that the group is requesting an annual contribution from each participating
municipality. Board members discussed that they had been told when joining the group that fees would
never be charged and questioned how the requested contributions would be used. Members also discussed
potential duplication of efforts between the group and the La Crosse County Conservation Department. The

Board thanked Trustee Kube for representing the Village on the committee but agreed they did not feel it is
appropriate to provide fees to participate in this group.
County Supervisor’s Report
County Supervisor Kovacevich asked President Barlow to report on a potential speed reduction on Holmen
Drive that the County is considering.
President’s Report
President Barlow reported that the Local Area Planning Committee will be learning more about the Regional
Transit Study and Traffic Safety Study this fall.
Other Items before the Board
Captain Spears mentioned that one of the officers will be leaving for the private sector the position opening
is open for applicants.
Director Geary pointed out that there will be a movie in the park this Friday followed by the Touch a Truck
event on Saturday.
Trustee Wyss inquired whether the proposed speed reduction on Holmen Drive would require a traffic study,
as a speed reduction on County Road D would, and asked what differences between the two situations would
determine whether a study is required. Administrator Heinig stated that the difference is in part tied to the
fact that the County has a new, more reasonable Commissioner, as well as a recent accident next to the
elementary school on Holmen Drive that drew significant attention and the ear of the County and
Commissioner. The fact that the school is there and was/is impacted, is key in the difference from Hwy. D
(which has no school). Heinig continued that he recommended the County wait until the Hwy. 35 section of
the Hwy. HD area was upgraded with traffic lights and also included a lower speed limit, so they could be
done consistently, as the DOT would not support reduction on the Hwy. 35 section until that time, and
having Hwy. HD reduced without Hwy. 35 was not sensible.
At 8:32 pm, Doug Jorstad/Micah Wyss motioned to convene into closed session per Wisconsin State Statute:
Authority: §19.85(1) (e) Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other spe cified public business, whenever competitive or
bargaining reasons require a closed session
Purpose: Holmen Area Fire District Investments
Purpose: Purchase of Land
Purpose: Shared Ride Contract Negotiations with Municipal Partners
The motion carried 7-0.
At 10:00 pm, Doug Jorstad/Sam Kube motioned to reconvene into open session per Wisconsin State Statute
19.85(2). The motion carried 7-0.
No action items were needed after closed session.
Doug Jorstad/Micah Wyss motioned to adjourn the meeting at 10:01 pm. The motion carried 7-0.
