Special Board Meeting Page 1 of 1 09/28/26 Village of Holmen Board Proceedings September 28, 2026 President Barlow called the Holmen Special Village Board meeting to order at 6:00 pm on September 28, 2026, at the Holmen Village Hall. Board members present: Patrick Barlow, Rich Anderson, Micah Wyss, Dawn Kulcinski, Sam Kube, Doug Jorstad and Travis Elam. Also present were Administrator Heinig, Public Works Asst. Director/Asst. Engineer Mikshowsky, Chief Collins, Park & Rec Director Geary and Director of Operations & Finance/Clerk/Treasurer Hornberg. Administrator Heinig presented the 2027 proposed budget, highlighting major changes and capital outlay requests from each department. He emphasized the strong partnership among Village departments, noting that department heads worked together to discuss budget needs in an unselfish manner while remaining respectful and mindful of the needs of the Village as a whole. He stated that prioritizing employees is understood by all department heads. He thanked Director of Operations & Finance Hornberg for preparing the budget document. Heinig also reviewed the levy strategy for the Holmen Area Fire Department, which remains the same as in 2026. The strategy includes a 5.28% increase for the Fire Department Operating Budget, based on the DOR Certified CPI for 2026, and will be implemented in partnership with the Town of Holland via the adoption of Joint Resolutions. After all questions were addressed, no additional changes were requested to the proposed budget. Dawn Kulcinski/Rich Anderson motioned to direct the 2027 Budget to Public Hearing which will be held on November 12, 2026, at 6:30 pm. The motion carried 7-0. Board members expressed their gratitude for the hard work, as well as the thorough explanation of the budget. Doug Jorstad/Travis Elam motioned to adjourn the meeting at 7:16 pm.
