County Supervisor’s Report
County Supervisor Kovacevich reported that the recently held ad hoc committee meeting regarding the
potential development of data centers in the county was well attended. He explained that the committee was
established to educate the public and local officials about the potential risks and benefits associated with data
centers. The first presentation was provided by the University of Wisconsin–Madison Extension.
Kovacevich stated that the county is considering an eighteen-month moratorium on data center development
to allow sufficient time for research, education, and evaluation of potential impacts. Trustee Elam remarked
that a moratorium could be perceived as a rejection of technology and may result in missed opportunities for
interested developers and investors. However, he commended the county for taking a proactive approach and
prioritizing education on the issue. Administrator Heinig requested that, if a moratorium is approved, the

county clearly communicate to the media and the public that it would apply only to unincorporated areas and
would not affect the Village of Holmen. He noted that Holmen has a certified development site recognized
by the State of Wisconsin and emphasized the importance of not discouraging potential investors because of
a county-level decision. Kovacevich encouraged members to review the University of Wisconsin–Madison
Extension presentation, which is available on the county’s website.
