Special Board Meeting Page 1 of 1 11/13/25 Village of Holmen Special Board Meeting November 13, 2025 President Barlow called the Special Holmen Village Board meeting to order at 6:30 pm on November 13, 2025, at the Holmen Village Hall. Board members present: Patrick Barlow, Rich Anderson, Micah Wyss, Doug Jorstad, Sam Kube and Travis Elam. Dawn Kulcinski was excused. Also present were Caden Perry, Administrator Heinig, Chief Collins, Park & Recreation Director Geary, Public Works Director/Engineer Dahl and Director of Operations & Finance/Clerk/Treasurer Hornberg. Doug Jorstad/Travis Elam motioned to open the public hearing at 6:31 pm. The motion carried 6-0. Administrator Heinig offered a brief overview of the budget process, explaining that the proposed budget preserves existing service levels and capital outlay investments. He stated that, based on current projections, the Village impact is not expected to result in a significant tax increase. There were no additional comments from the public. Doug Jorstad/Rich Anderson motioned to close the public hearing at 6:33 pm. The motion carried 6-0. Doug Jorstad/Micah Wyss motioned to approve Resolution 4-2025, Adoption of the 2026 Village Budget. The motion carried 6-0. Trustee Barlow extended thanks to staff for their efforts in preparing the 2026 budget. Rich Anderson/Sam Kube motioned to adjourn the meeting at 6:36 pm.
