Special Town Board Meeting Minutes 09/25/2026 1 Unofficial Minutes until approved by the Village Board VILLAGE OF FRENCH ISLAND LA CROSSE COUNTY, WISCONSIN SPECIAL TOWN BOARD MEETING FRIDAY, SEPTEMBER 25TH, 2026 AT 11:00 A.M. VILLAGE HALL 2219 BAINBRIDGE STREET, LA CROSSE, WI 54603 1) Meeting Called to Order / Pledge of Allegiance: Meeting called to order at 11:01 A.M. 2) Roll Call & Verify Public Notice: Present: President Kapanke, Trustee Donahue, Trustee Wolfert, Trustee Harney, Trustee Davison, Trustee Stolpa. Trustee Werner not present. Also Present: Clerk/Treasurer Michelle Stahl, Deputy Clerk Elyse Ramseier. Meeting Notice was properly posted and provided to the press in accordance with Wisconsin Open Meetings Law. 3) Business A. Discussion and possible action on Planning Commission recommendation to adopt § 61.353(3)(a), a 50-foot shoreland setback from the ordinary highwater mark. Clerk Stahl provided background regarding the proposed Shoreland Ordinance and the recommendation to establish a 50-foot setback from the ordinary high-water mark, rather than the County’s 75-foot setback. Following Village incorporation, the Village may establish its own setback requirements. The Planning and Zoning Committee reviewed the proposed ordinance and submitted its recommendation to the Board. Trustee Stolpa provided additional information regarding the Committee’s recommendation. Motion by Trustee Wolfert/Trustee Davison to adopt the recommendation from the Planning and Zoning committee as stated in the submission from the 50ft ordinary high-water mark. Motion carries 6-0. 4) Adjournment of Meeting Motion to adjourn by Trustee Wolfert/Trustee Donahue. Motion carried 6-0. (11:15 A.M.)
