Special Town Board Meeting Minutes 09/16/2026 /1 Unofficial Minutes until approved by the Village Board VILLAGE OF FRENCH ISLAND LA CROSSE COUNTY, WISCONSIN SPECIAL TOWN BOARD MEETING WEDNESDAY, SEPTEMBER 16TH, 2026 AT 9:00 A.M. VILLAGE HALL 2219 BAINBRIDGE STREET, LA CROSSE, WI 54603 1) Meeting Called to Order / Pledge of Allegiance: Meeting called to order at 9:00 A.M. 2) Roll Call & Verify Public Notice: Present: Acting President Trustee Wolfert, Trustee Davison, Trustee Stolpa, Trustee Werner. Also Present: Clerk/Treasurer Michelle Stahl Meeting Notice was properly posted and provided to the press in accordance with Wisconsin Open Meetings Law. 3) Business Motion by Trustee Davison/Trustee Stolpa to allow Trustee Wolfert to chair the meeting. Motion carried 4-0. A) Discussion and possible action to appoint a replacement authorized signer for State Bank Financial interim financing document. The Board discussed authorized signers for the State Bank Financial interim financing documents. Trustee Werner requested to be removed as an authorized signer. The Board reviewed the need for a replacement signer, the number of authorized signers required, and oversight of draws on the interim financing. Clerk Stahl clarified that the interim financing is intended for water-related expenses pending reimbursement and that two authorized signers are sufficient. Motion by Trustee Davison/Trustee Werner to remove Trustee Werner as an authorized signer for the State Bank Financial interim financing documents. Motion carried 4-0. The Board continued discussion regarding whether a third authorized signer was necessary and the role of the Finance and Personnel Committee in reviewing use of the interim financing. Motion by Trustee Davison/Trustee Stolpa, to allow two authorized signers for the State Bank Financial interim financing documents. Motion rescinded. Motion carried 4-0. 4) Adjournment of Meeting Motion to adjourn by Trustee Werner/Trustee Davison. Motion carries 4-0.
