Special Town Board Meeting Minutes 08/06/2026 /1 Unofficial Minutes until approved by the Village Board VILLAGE OF FRENCH ISLAND LA CROSSE COUNTY, WISCONSIN SPECIAL TOWN BOARD MEETING THURSDAY, AUGUST 6TH, 2026 AT 9:00 A.M. VILLAGE HALL 2219 BAINBRIDGE STREET, LA CROSSE, WI 54603 1) Meeting Called to Order / Pledge of Allegiance: Meeting called to order at 9:00 A.M. 2) Roll Call & Verify Public Notice: Present: President Kapanke, Trustee Donahue, Trustee Wolfert, Trustee Harney, Trustee Davison, Trustee Stolpa excused. Also Present: Police Chief Stratman, Clerk/Treasurer Michelle Stahl Trustee Werner joined the meeting via phone at 9:02 A.M. and was excused at 9:22 A.M. Trustee Wolfert was excused at 9:10 A.M. Meeting Notice was properly posted and provided to the press in accordance with Wisconsin Open Meetings Law. 3) Business A- Discussion and possible action on recommendations from Incorporation Celebration Committee. The Celebration Committee provided their recommendations for an Incorporation Celebration to be held on Saturday, August 29th, 2026. The Committee recommended a Vintage Car/Bike show to be near Village Hall from 10:00 A.M.-2:00 P.M. with donated pastries, coffee, and water to be served during this time. The Committee then also recommended a formal ceremony recognizing the history of French Island, including guest speakers to be held indoors at Celebrations on the River from 4:00-5:00 P.M. Beginning at 5:00 P.M,. a light food option would be served along with music in the outdoor garden. Trustee Donahue confirmed Celebration’s maximum capacity will accommodate the event and presented Celebrations quote #83475 for the venue rental and food options. The Board reviewed and discussed the provided quote. President Kapanke confirmed he will work with Cleary’s for use of their parcels for the event. It was confirmed the previously discussed band option was no longer available. President Kapanke said he will research DJ options. Motion by Trustee Donahue/Trustee Davison to confirm 2 locations for the Incorporation Celebration 1) Fire Department Bay and North Lot from 10:00-2:00 with all concessions donated. Motion carried 4-0. 2) Motion by Trustee Donahue/Trustee Davison to continue at Celebrations 4:00-8:00 with a potential cost of $8,300.00 prior to receiving free will donations and sponsorship. Special Town Board Meeting Minutes 08/06/2026 /2 Motion by Trustee Donahue/Trustee Davison at second venue to provide light snacks, music option not to exceed $800.00 and light snack option not to exceed $4,000.00 with a potential fireworks show not to exceed $2,000.00. Motion carried 4-0. Motion by Trustee Davison/Trustee Donahue to accept donation offer to pay for celebration cake.
