Special Town Board Meeting Minutes 05/04/2026 /1 Unofficial Minutes until approved by the Town Board TOWN OF CAMPBELL LA CROSSE COUNTY, WISCONSIN SPECIAL TOWN BOARD MEETING MONDAY, MAY 4, 2026 AT 4:00 P.M. CAMPBELL TOWN HALL 2219 BAINBRIDGE STREET, LA CROSSE, WI 54603 1) Meeting Called to Order / Pledge of Allegiance: Meeting called to order at 4:02 P.M. 2) Roll Call & Verify Public Notice: Present: Chairman Kapanke, Supervisor Wolfert, Supervisor Donahue, Supervisor Thoren, Supervisor Jason Stratman. Also Present: Incorporation Attorney Stan Riffle (joined virtually via Teams) Clerk/Treasurer Michelle Stahl, DPW Jason Hilton; Deputy Clerk Libby Leis Meeting Notice was properly posted and provided to the press in accordance with Wisconsin Open Meetings Law. 3) Business A – Discussion and possible action on Charter Ordinance for the Village of French Island Incorporation Attorney Stan Riffle stated a Charter ordinance needs to be drafted for the Village of French Island and there are a few items the board needs to determine while others are predetermined by State Statute. Riffle asked the board to discuss number of village board of trustees (5 or 7 members), staggered terms, and whether trustees are elected by large or by wards. The Board determined that Village Board trustees will be elected at-large. Attorney Riffle confirmed as a Village the Planning & Zoning Commission must have (2) Board members and that the Police and Fire Commission may not have a board member. Motion for a new village board be a total of 5, 4 trustees and a president by Supervisor Donahue/Supervisor Wolfert. Chairman Kapanke – No, Supervisor Wolfert – yes; Supervisor Donahue – yes, Supervisor Thoren – yes, Supervisor Stratman – no. Motion failed not receiving 2/3’s vote. Held over. Special Town Board Meeting Minutes 05/04/2026 /2 Motion to convene in closed session pursuant to WI State Statutes 19.85 (1) (g) on a roll call vote made by Supervisor Donahue/Supervisor Thoren. Chairman Kapanke – yes; Supervisor Wolfert – yes; Supervisor Donahue-yes; Supervisor Thoren-yes Supervisor Stratman-yes. Motion carried 5 yes – 0 no (5:10 P.M.) 4. CLOSED SESSION: Pursuant to Wisconsin State Statutes 19.85 (1) (g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. B. Discussion and possible action on Petition for Review 5. Reconvene in Open Session – Motion to reconvene in open session by Supervisor Donahue/Supervisor Stratman. Motion carried 5-0. (5:22 P.M.) C. Possible Action on Items Discussed in Closed Session. No action. D. Discussion and possible action on MCS Technology Contract; review of 90-day notice Supervisor Wolfert and Supervisor Stratman on behalf of the Town Technology committee gave recommendation to not have the contract with MCS to auto-renew annually. Motion for existing Town Board to notify MCS Networks contract to not auto-renew in 2027 by Supervisor Stratman/Supervisor Wolfert. Motion carried 5-0. E. Discussion and possible action on April 14, 2026 Regular Town Board meeting agenda item “L” relative to NDA. Motion to rescind motion made in relation to agenda item “L” by Supervisor Wolfert/Supervisor Thoren.
