TOWN OF HOLLAND BOARD MEETING
July 8, 2026
MEMBERS PRESENT Chair Bob Stupi, Supervisors Rick Hauser, Jeff Herlitzke (via
zoom), and Michael Hoffman
EXCUSED David Weber
STAFF PRESENT Town Crew Supervisor John Frauenkron, Clerk Marilyn
Pedretti
CALL TO ORDER
Chair Stupi called the meeting to order at 6:30 p.m. Notices were properly posted.
MINUTES
Motion by Hoffman/Hauser to approve the minutes of June 10th and 29th. MOTION carried.
CITIZENS’ CONCERNS:
Karen Lubinsky, W7918 August Avenue, said the fireworks were really good. Stupi noted
they were privately done in her neighborhood.
COUNTY SUPERVISOR REPORT
Joe Carty, County Supervisor #23, reported they had a planning meeting Monday night and
covered several topics: reviewed the long term care residential services, opioid response plan,
and that the SMART bus service will most likely be discontinued.
FIRE DEPARTMENT
Review 6/29/26 information meeting: Stupi reviewed the informational meeting held on June
29th. He noted a good turnout and reviewed summaries of public input which
observed those in attendance seemed to agree a new station was needed but expressed
concern with the 50/50 cost split, whether a referendum should be called and public
request for detailed analysis of repairing the current facility. Discussion followed
concerning options. Parker Kelley, W7129 W. Olson Road, suggested it was more
than just a new fire station but also a new engine and new ladder truck in the next ten
years. He suggested researching existing buildings that could be refurbished. Hauser
noted they have discussed that option but have yet to find something that would work.
He also noted that the facility needs to accommodate the six firefighters and the
current building is unsustainable. Further discussion will occur in closed session to
develop some negotiation points.
Report on 6/24/26 meeting: Herlitzke said the minutes cover the meeting and noted the closed
session to review the Fire Chief was delayed until all members were present. He asked
for discussion concerning the Chief’s request to order a replacement fire truck, which
can take 48-51 months to build. He noted the firefighters were involved in the design
that would accommodate their needs and will assist in responding to multiple calls.
Discussion followed. It was the consensus to bring back to the August meeting.
Herlitzke was excused at 6:25 pm.
PLAN COMMISSION
Donation: Stupi reported the Plan Commission recommended accepting the Jim and Marilyn
Magnuson donation submission of two park benches to be installed by the new
Draft 2
pickleball court. Motion by Stupi/Hauser to accept the donation from Jim and Marilyn
Magnuson of the benches for the pickleball court for up to $1,600. MOTION carried
unanimously.
Report on 7/1/26 meeting: Stupi reviewed the minutes from July 1st.
STORMWATER UTILITY COMMISSION
Culvert/Ditch work updates:
Fonstad Road - Stupi reported that the work was completed and Mathy paved over the
patch work. He spoke with Eric Fonstad about some of the concerns with the work
and, other than getting the cable buried, he was satisfied with the work.
Walnut Street – Stupi reported the Commission discussed the concerns neighbors had
with the process and implications of the work. He noted the residents may be
approaching the Board in the future to have the area reverted back to the original ditch.
Stupi noted that he has driven by after recent storm events and the retention pond is
percolating as designed.
Paul Davison, N7134 Walnut Street, stated that while he embraces the theory to hold
water, not just convey it down stream, he has concerns with the way it was
communicated and completed. He noted a retention pond was never discussed. Stupi
reported the Commission discussed that the communication process should have been
better and they have set a new policy to communicate with affected properties in
writing before any work is completed.
Shouldering work: Stupi reviewed some drainage issues along Bice Avenue and reviewed
pictures taken after a June storm event. He reported the Commission unanimously
recommended shouldering and cutting back grass and replacing with gravel within the
right-of-way to help with water infiltration. Discussion followed. Motion by
Stupi/Hoffman to do limited shouldering and sod removal on Bice Avenue along areas
that were noted in our packet that have ponding water onto the roadway. MOTION
carried unanimously. Stupi noted any work would require letters to the affected
property owners giving them at least a 30-day notice.
Report on 7/1/26 meeting: Stupi reviewed the minutes from July 1st.
PARKS
Basketball backboard: Stupi reported the quote approved last month had the half-moon shape
rather than the rectangular board that was requested. Members reviewed the new quote
and two previous quotes. Motion by Hoffman/Stupi to approve the Lee Recreation
LLC quote of $1,659 for the backboard. MOTION carried unanimously.
Pickleball court: Stupi reported there was a patch in a low spot that can be filled using a
polymer sealant and noted the painting vendor can add a green epoxy before painting
the lines. Discussion followed. Motion by Hauser/Hoffman to add the green epoxy in
the amount of $1,500. MOTION carried unanimously.
PUBLIC WORKS
Road work: Stupi reported that Long Coulee Court, the mobile home park and Wolfe Road
pavement has been completed. He noted next month the Board will discuss
engineering for the 2027 projects.
Town crew report: John Frauenkron, Town Crew Supervisor, reviewed the Town crew report.
