Draft minutes: these minutes have not been approved by the Plan Commission & are subject to corrections/changes. TOWN OF HOLLAND STORMWATER UTILITY COMMISSION November 5, 2025 MEMBERS PRESENT Chair Mike Hoffman, Doug Klenke, Ron Knapmiller, Jared Noffke and Anne Paape MEMBERS EXCUSED Bryan Nindorf STAFF PRESENT David Carlson (Town Crew), Marilyn Pedretti (Town Clerk) CALL TO ORDER Chair Hoffman called the meeting to order at 7:56 p.m. Notices were properly posted. MINUTES Motion by Paape/Knapmiller to approve the minutes of October 1, 2025. MOTION carried. CITIZENS’ CONCERNS: none given. FONSTAD ROAD Hoffman reported on a discussion with the Town engineer, Lukasz Lyzwa, noting the contractor should be able to finish the work next week or early the week after. He noted there was an issue with an unknown box culvert obstructing the original installation. Lyzwa suggested either (1) move the culvert up the road and reinstall for an additional $2,000 to $3,000 or (2) dig the box culvert out and reinstall lower at its current position. Discussion followed concerning initial installation (the culvert installed backwards), position over the box culvert (makes the culvert too high to allow road maintenance) and moving it down the road could cause further issues with Brightspeed (service disrupted for several weeks for lack of clear markings and service response). Motion by Knapmiller/Noffke to recommend that the culvert gets reversed and fixed, the concrete box culvert gets demolished to allow for proper slope and only additional cost should be for work on the additional work on the box culvert. MOTION carried. 5-YEAR PLAN Hoffman reported he and the Town Crew Supervisor are drafting a plan but they are not ready to present this month. David Carlson, Town Crew, noted that it is important to have a plan in order to know the areas of work. Item will be discussed next month. FUTURE AGENDA ITEMS AND ANNOUNCEMENTS Hoffman reported they continue to work on cleaning out culverts in Country Estates but, due to the lateness in the grass growing season, they may wait until spring to complete the work. ADJOURNMENT Motion by Paape/Knapmiller to adjourn. MOTION carried. Meeting adjourned at 8:16 p.m. Respectfully submitted, Marilyn Pedretti Town Clerk
