outside council for 2 notices of circumstances and increases in zoning fees. Zoning issues 222
permits last year and 15 sanitary permits. He discussed the Hayward mill project, expected to be
up and running in 5 yrs. He explained the dispute regarding use of the proposed ½% tax for roads
only and not the impacts of the Blatnik bridge project. They have 2 new youth representatives on
the board.
Town Officers Reports:
Road Report: The crew has been dealing with frozen culverts and seasonal road closures. They
have to replace bad culverts on Old Hwy 2, Tuura Rd and Wentala Rd. They’ll be fixing the guard
rail on Park Rd.
Fire Chief Report:
They have had 3 medical calls. They have volunteers taking pipeline refresher
training on Thursday. Engine 1 needs brakes and Tender 2 needs some warrantee work on the air
tanks.
New Business:
Zoning: Nothing required approval.
Presentation by Justin Fisher: Justin Fisher from Baird explained the financing process of
issuing general obligation promissory notes for the garage. He discussed the estimated interest

Exceed $3,000,000 General Obligation Promissory Notes: Fred motioned: I make a motion
to approve the resolution to authorize the issuance of General Obligation Promissory Notes not

Award Contract for Garage Construction: Adam motioned: I move to award the garage
construction contract to Northwest Builders of Rice Lake in the amount of $1,699,339.00, with
unit #1 cost of $7.74/cy of excavation and unit 2 cost of $13.93/cy of backfill. Fred seconded
the motion, and the motion passed unanimously.
Determination of actual amount of General Obligation Promissory Notes to issue:
Postponed until Fred is back in town.
Discussion with staff of coordination of town services: Brent explained the need for
coordinating services such as plowing, explaining while it seems like the dump needs plowing
twice a week, it is needed more frequently due to compactor servicing, recycling pickups, tell
tower work, etc.. Everyone will work on better communication.
Old Business:
Garage Progress Report: The garage contract was awarded above. The dollar amount to issue
notes will be decided at a future meeting. We need to include contingency funds for
excavation, unknown change orders etc., which is usually 15-20%. We also have to cover
expenses such as permits, bringing in electrical gas and sewer, the well, and furnishings like
desks, election safety cart, AV equipment, a refrigerator, etc., however we certainly do not
need the entire $3M.
Construction is set to begin in May and will last approximately 25 weeks. A key factor will be
when the metal building gets delivered. The funding will be the issuance of general obligation
promissory notes, which will have a lower interest rate than we could get elsewhere.
Town correspondence was reviewed. Adam motioned, seconded by Kevin to adjourn. The meeting
was adjourned at 8:25 PM.
Respectfully submitted,
Diane Nelson, Clerk
