Town of Brule and Brule Sanitary District #1 – Abbreviated Facility Plan Public Hearing Date: February 9, 2026 Time: 6:00 p.m. – 6:50 p.m. The Town of Brule and the Brule Sanitary District #1 held a public hearing to present and review the Abbreviated Facility Plan related to a Wisconsin Department of Transportation (WisDOT) project to replace a deteriorated culvert with a single-span bridge carrying STH 27 over Sandy Run Creek. The proposed bridge construction will require the relocation of an existing gravity sanitary sewer that currently serves nine residences within the construction area. The Facility Plan evaluated existing sewer conditions, projected design flows, and multiple alternatives for maintaining sanitary service during and after bridge construction. Three alternatives were reviewed: a grinder pump station, an inverted parallel siphon, and a submersible pump station. Each alternative was analyzed for constructability, long-term operation and maintenance, and present worth cost over 1- year and 20-year periods. Based on cost-effectiveness and practicality under the anticipated design conditions, a modified version of Alternative 1 – Grinder Pump Station was recommended. The estimated total project cost is $412,708, including construction and engineering costs. If fully locally financed, the project is expected to increase annual household sewer fees from approximately $344 to $573 per year. The public was given the opportunity to ask questions and provide comments. Concerns about cost were raised and the impact of spending approximately $46K per connection on this line being spread among all users. SEH provided information regarding 20-year versus 30-year loan options and costs to lessen the impact. Following the presentation and discussion, the Town conducted an official vote regarding the recommended alternative. The vote was unanimous in favor of proceeding with the recommended option (Modified Alternative 1 – Grinder Pump Station). The anticipated project schedule was reviewed, including coordination with WisDOT, WDNR review and approval, bidding, and construction aligned with the bridge replacement timeline. Responsibilities and next steps for both the Town and SEH were outlined, including preparation of final plans and specifications, bid support, and construction-phase services. A sign-in sheet documenting public attendance was collected and is attached as part of the official public hearing record. These meeting minutes will be used to support WDNR approval of the Facility Plan. The meeting adjourned at 6:50 p.m. Carrie Ryberg, Sanitary District Clerk/Treasurer
