1 REGULAR BOARD MEETING MINUTES DATE: Nov 11, 2025 Chairman Fred Stoll called the meeting to order at 6:30 PM. Supervisors Kevin Mackie and Adam Olson, Diane Nelson, Clerk; Amy Eliot, Treasurer, Keith Kesler, Fire Chief ; and Mark Johnson and Taylor Lindsay, Streets Dept also attended. Gene Germano, Trusty Trucking also attended. Minutes: Adam motioned, seconded by Kevin to approve the minutes of last month ’s board meeting, motion passed. Financial Report: The financial report showed: $42,414.68 in checking, $49,350.42 in the general money market account, $12,139.07 in real estate tax account, $183,514.09 in the newly converted capital account for the garage, $72,009.20 in equipment account, and $577.65 in the grant account. As the state eliminated Personal Property Tax and all outstanding taxes have been collected, we no longer need a personal property account. We have transferred the funds allocated to the garage into this account from the money market account and renamed it the c apital account. Kevin motioned, seconded by Adam to authorize paying the bills and accepting the treasurer’s report, and the motion passed. Town Officers Reports : Fred mentioned someone inquired if the town would want a donated piano. After discussion it was decided to decline the offer. The hall is not consistently heated or air-conditioned and it would not necessarily stay tuned. Also, with hall rentals it might become an issue. Kevin mentioned the compactor at the dump is down again and we most likely will need to close on Wed after the small roll-off is full. The company was notified Monday morning but have not yet completed any repairs. Road Report: The crew has been preparing for winter, putting plows on, blading and brushing roads. Fire Chief Report: They have had 4 medical calls, and 1 fire alarm in the last month. Equipment is good and volunteers are assisting with repairs. County Supervisor’s Report: Scott provided an update via email. He mentioned the recent and upcoming committee meetings. He discussed presentations by Sheriff Matt Izzard and State Representative Angela Stroud at the county board meeting. He explained the county budget and levy information. He explained the fairgrounds proposals and the ongoing transportation projects. New Business: Zoning: Nothing needed approval Approve levy and adopt budget: Fred motioned seconded by Kevin to approve the levy of $322,895 and to adopt the draft 2026 budget. Motion carried. Abandoning/Vacating road off Hwy 2 to Brule River: Pros and cons were discussed. The board opted to table the discussion at this time. Sanitary Sewer Projects: • Trout Unlimited provided plans for replacing the culvert on Ranger Road with an arch culvert to improve aquatic organism passage and flood resiliency. Kevin motioned, seconded by Adam to approve the proposed project. 2 • Kevin explained the need to reroute the sewer line on Hwy 27 over the Sandy Run before the state replaces the culvert with a bridge. This will be a very spendy project as the line will need to go under the riverbed and a pump station will be required. He met with SEH for engineering the project, applying for clean water funding and submission of required documents. The turnover time is very tight. Fred motioned, seconded by Adam to authorize Kevin to enter a contract with SEH for their services. Motion passed. Garage Progress Report: The board and design team met on October 20 th to review basic construction options for the garage. Pros and cons of stick built, prefab metal, and prefab concrete construction were presented. The board instructed DSGW to proceed with firming up cost estimates and plans for a pre-engineered metal building as the most cost-effective option. The committee asked about the possibility of a mezzanine for storing parts and equipment that rarely gets used, it will be explored further during design as it is usually an inexpensive way to increase space. DSGW has solicited bids for surveying and soil borings to be completed once the site is cleared. A public meeting will be planned for December to bring information to the public once we have some better estimated costs. Amy is exploring grants or loans through a USDA program. Diane will explore the option of municipal bonding vs a bank loan, vs borrowing from the state trust fund. Bonding will require audits, which we aren’t required to have. Possibly other forms of financing will require them as well, so we’ll explore hiring an auditing company. Confirm Appointment of Deputy Chief: Keith explained that Dale Johnson has taken the training, has been supported by the volunteers and is willing to serve as the Deputy Chief, a position that has been vacant for several months. Adam motioned, seconded by Kevin to appoint Dale as the interim Deputy Fire Chief, motion carried. Old Business: None Town correspondence was reviewed. Adam motioned, seconded by Fred to adjourn. The meeting was adjourned at 8:16 PM. Respectfully submitted, Diane Nelson, Clerk
